BRIGHTER SIGNS IN LOCAL STRIKE.

MORE WORKERS COMING BACK TO ASK FOR REINSTATEMENT.

CHINESE COMMUNITY CHIEFLY AFFECTED

BY THE DEADLOCK..

While to all intents and purposes the strike position is unchanged, signs are not lacking that the deadlock will shortly come to its end. The kcellent preliminary organization mapped out by the authorities and put into effect by them immediately disaffection became apparent, has 'borge the best possible fruit. Life goes on as before in the Colopy, the social machine working, if perhaps not quite so quickly and smoothly, at any rate with thorough efficiency. The circumstance, reported below, that in many «cases workers are coming back, is a sure sign that the malcontents are beginning to realize the futility of their action. The latest developments of the "position yesterday were as under :-'

FURTHER PROTESTS FROM THE GOVERNMENT.

NO "MATERIAL CHANGE IN THE POSITION. There is the usual crop of rumours regarding Canton, but no authentic information has come to hand which indicates any material change in the position from that reposted yesterday. The British Consul General's reply to the protest from Wu Hon Man, the Governor of Canton, was published in the last issue of the Daily Press. Since then, according to the Canton Gazette, Dr. C. C. Wa has telegraphed, a " protest to M. Karakhan, of the Soviet Embassy, in Peking. It was hoped that Dr. Wu would range himself strongly on the side of order and good government but the wording of his protest, which is given below, does not inspire confidence. The Canlan Gusetté also published another protest which was stated to come from the American Staff members of Canton Christian College. It is said that the American Consul in Canton intends to take action in this matter The American Consulate in Hong- kong has no official kuowledge of the protest and, until further explana- tion is forthcoming, it would be advisable to treat it with reserva. The Canton Christian College, it should be remembered, is closed and all the responsible heads of the Institution are believed to be in Hongkong. The alleged protest is reproduced simply to show the form of pro- paganda the Canton Gazette is disseminating.

As it is likely that others may be re turning to their work in the next few days it is a matter of some importance to the residents of this Colony that they act with unanimity in the matter of con payment of wages during the period that the boys have been on strike.

A commission' investigation, on which foreign consuls, judicial officials, mer chants, educators, and other representa tive.men are invited to sit, will commence immediately an impartial inquiry.

Meanwhile. I have the honour in the name of civilisation and humanity to re- gister with Your Excellency and through you the Diplomatic representatives of the Foreign Powers in Peking, the strongest protest against this fresh outrage of Imperialism.

The case is aggravated by the fact that the demonstrators were separated from Shameen by a wide canal spanned by two bridges at the heads of which were stout iron gates closed and barricaded, and these gates were unmolested throughout.

In the face of this atrocity, the indigna, tion of the people is naturally grest Nevertheless the Government is doing everything in its power to protect for ignors of all nationalities, to prevent the

"That we are of opinion that the blame and responsibility for the merciless and unjustified assault rests upon those who directed the firing from Shameen, and

“That we express to our Chinese colleagues students and friends our deep- felt sympathy and our support, and

"That since we feel that the world has been inadequately informed of the Chinese viewpoint we are determined to co-operate with the Chinese in the presentation of their case, and

"That we make our position known directly to the American Government and to the American people with the hope that America will do all in her power to assist China in securing just treatment and in realising her aims to free herself from foreign Imperialism.

COLLEGE PROTEST...

A MATTER THAT MIGHT WELL BE TAKEN UP BY THE AMERICAN COMMUNITY.

When the alleged protest from the Canton Christian College first came to our notice it was regarded as such an extraordinary document that we refused to give it credence, and, as will be seen from the com- ments above, we suggested that it should be treated by our readers with the greatest reserve. 4

شمه

Since those comments wore written the Rev. Alexander Baxter, the Vice-President of the College, has, in, the presence of "the Colonial Secretary, the Assistant Colonial. Seretary and Mr. W. W. Hornell," Vice-Chancellor of the Hongkong University, signed the statement given. below.

Frum this statement it will be seen that the protest was based upon the reports of a few Chinese who were taking part in the pro- cession. In any case such evidence ought to have been aclepted with extreme caution. Now it is admitted that these Chinese were not in a position to see what happened.

Upon such totally discredited Chinese reports, however, a resolution was passed and handed to the Chinese Authorities which, in effect. accuses the Shameen garrison of shooting down unarmed and defenceless atulents and workmen. It may be taken for granted that the resolution has been cabled by the Canton Government to every country of the world. The Bev. A. Baxter confesses to an error of judgment. We think the matter is one which might well be taken up by the American com- munity bere. They would probably characterise the "error of judgment in much stronger language..
