REGARDED AS' NATURAL,

A striking manifesto has been drawn up by the Canton General Chamber of Commerce and associated Merchants' or: ganizations, in which the present situa; tion is reviewed and a strong demand made to the Government for the intro- duction of immediate reforms which shall ensure peace and security for the people, unfettered development of trade and industry, reduction of the Military establishment to a minimum and drastic eivil and political changes.

Besides the reform of the Civil Ser vice, the merchants urge the summon ing of a Provincial Assembly and the prompt development of local Sell Gör- ernment in the districts (haïeus).
