At the end of 1924 approved societies and branches totallel use, and during the year the auditors, made special, re ports in seventy-four cases regarding | serious nancial irregularities, involving (an aggregate shm of £3974. ln 1923 the amount was £4.617, and related to Alty- seven cases. In re instance a secretary, whose me eats included many fraudulent entries, obtained in respect of one member duplius. Fate medical certificates from a doctor on the plea that the original certificates had Mon. heen mislaid. He used the original certi lieates to voach the benefit paid to the member, and the duplicates, after alter- further ing their dates, to vouch amount charged-in the accounts but not paid to the member.

FORGED CERTIFICATES.

In a case where a loent agent's accounts were founil to contain any fictitious entries of sickness and disablement bene. fit the fraud was facilitated by the agent having in some irregular way ob tained a supply of blank farms of medical certiñcate. Spurions certificates were prepared by him on these forms, and doctors signatures traced thereon from genuine rertificates and inked over. The same agent supported a number of Betitious charges for maternity benefit by means of forged certificates of con- finement of the alleged wives of unnar. ried and widowed male members, whose imaginary marriages he had notified to the wciety.

In a few cases fraudulent officers were found to have taken advantage of in- creases in the rate of maternity benefit to withhold the amount of the increase from members and to misappropriate it." The method adopted was to use forms of receipton which the old rate was print ed and to alter the printed amount in manuscript after the member's signature to the receipt, had been obtained.

In consequence of the disclosure of fraudulent maternity benelt and other charges in a lodge secretary's accounts for 1923 and 1924. the auditor made a special examination of all his available accounts for previous years, and found that similar irregularities had occurred from 1919 in. clusive In the course of the audit ia 1922 of this officer's accounts for 1921 the nuditor had referred to the society for investigation fourteen maternity benefit claims the genuineness of the signatures on which he suspected, and the committee of management of the so- ciety appointed one of their number to make the investigation.

The investigator reported that he had visited most of the members with the lodge secretary and had seen the child- ren to whom the claims related, that the tusk Wan 10 jokes it bed occupied from ten aan! until 8.30 p.m., and some of the cakes were miles apart, and that in his opinion every case was all right.

The auditor in his special report issued in 1924 states, however, that thirteen of the above-mentioned fourteen eases had been selected by him for reinvestigation, and that, except in the cases of two mem. bers whose whereabouts were then an- known. all the members' conectaed had signed declarations denying the authen- ticity of the signatures purporting to be theirs on the maternity benefit claims and stating that the benefits in question were neither dug to nor received by them. The nature of the report made by the member of the committee above refer red to delayed the disclosure of the lodge secretary's frauds, and thus gave oppor tunity for their total amount to be subi stantially increased.

It is not yet known whether the com- mittee-man investigator was hoodwinked by the audulent lodge, secretary into visiting with him a number of genuine benefit claimants instead of the cases listed as requiring investigation, or whe- ther little or no attempt was made at investigation, and the circumstantial ro- port was in whole or part the product of imagination.
