WHO OWN THE BANKS?
MR. RUNCIMAN ON 'FALLACY OF NATIONALISATION,
The following letter was recently sent to the Editor of the Deity Telegraph by the Right Hon. Walter Runciman, a former President of the Board of Trade:
S18-Recent discussions on the nationi alisation of banks and the proposals made at the recent Independent Labour party conference all appear to be based on the assumption that the banks are the central citadel of the great capita, lists. Mr. Eamsay MacDonald has stated that he is not an enemy of capital, but that his antipathy is to the large capita Fists. pointed out some weeks ago how extensive is the number of small in- vestors in gilt-edged accurities, and I ex- pressed the sensible hope that both the numbers of the investors and the amounts of the investments would grow... It is as sumed in the case of barks that they are owned and controlled by immensely wealthy capitalists. It is As well chat the actual farts should be examined and made widely known. Those who are con ducting the campaign in favour of what they call nationalising the banks should understand that the banks are owned, nut by a few rich nion, but by an immense number of individual shareholders, and that the average holding is remarkably
mall.

The total paid-up capital of the five is EC0,473,352 and the amount of the average holding works out at £219. As to the directors, they hold their posts in a Educiary capacity, and on the whole it may be said that they are select ed and confirmed in their posts because they are not only trusted by the share bolders of the banks, but their integrity is acknowledged by numberless depositors and barrowers.

Com pradore of the Mercantile Bank of India, and Mr. Wong Tong, representative of the Kwangtung Daited Chambers of Commerce, all of whom wished the Com- pany every success and referred to the importance of the Company being the possessors of the Royal Emblem.
The effect of nationalising these banks would be to buy out the tens of thousands of shareholders-and with what object It would change the ownership by this very large number, whose average hold ing is only £219, for ownership by the State, and it would presumably change control by the directors, who may be re-manager of the Bank of China, Mr. Tse Karded as experts, for control by one Tsai Tai, and over 100 guests from the

Messrs. Polishwille and Kotwall, in their report dated May 23rd, state: -Since February 19th we have issued no market report owing to the entire ab sence of any enquiries from the consum ing districts, business having been at a dead stup due to the political unrest and lawlessness prevailing in the neighbour. ing provinces.
The change in ownership of bank stock need make little or no difference to the policy to be parsued. A change in bank policy could only be secured through the directorate. Nationalisation may mean a transfer of eontrol by the directors, who are actuated by commercial and However, during the last week, in- financial principles only, to control duced by the very low prices now current, either by politicians, who direct bank Chinese buyers came out to all up their policy for political purposes, or by per urgent requirements with result that sons appointed by, but with no instruesome 1,300 balea of well known chops of tion from, the Government of the day. The change, indeed, to what is called nationalisation of the banks appears, therefore, to be unnecessary, and if it is to be a change to political direction it might become corrupt, and would be very be dangerous, Certainly nothing can gained by turning the ownership of the banks over from their large numbers of proprietors, with comparatively small holdings, to the State, whether the State is to be represented by Bank Commis sioners, or a Government Department, or a.
