SINGAPORE LEGISLATION.

At a meeting of the Legislative Council of the Straits Settlements last week:-

The Attorney-General moved the second reading of the Bill to provide for the re gistration of architects and to regulate! the qualifications of architects in the 17 M Colony.

Mr. G. C. Clarke opposed this Bill on the ground that it was a direct attack upon the civil and constructional engi Reces, who were never consulted before the Bill was brought forward. The cru cial clause was one which provided that unless a person was registered under the Ordinance he might not submit plans to the local authorities. The local author. ties took a very rigid view of the word "building," and insisted upon passing plans for all sorts of structures, large and amall, and they would administer the proposed Bill with the same degree of rigid application. The result would be that plans would have to go before them which had nothing to do with architec tura and pverything to do with en- gineering. and it was utterly wrong.to grant to the architects a monopoly of the submission of plans to local authori

There was another clause, Mr. Clarke continued, which provided that if a per son designed a building he could not deat in the building materials and supervise the construction... It was common engi neering practice in the case of stee! buildings that the engineer designed the building. sold the steelwork, and erect- ed the building. One argument that the architects bad put forward, Mr. Clarke continued. was that the architects should be du the same plan as the doctors of dentists, but, looking at it, from the public point of view, he did not see that there was any comparison between the two. The pre- sent legislation allowed ample" supervi sion, both before and during building operations. Mr. Campbell and Mr. Tan Chong Lock pointed out that the Bill excluded a cer- tais class of people in Malacca who were not professionally qualified architects, but who had been submitting plana and specifications to the Municipal Archi tect at Malacca for many years.

Mr. Everitt said he understood that the engineers would not oppose the Bill, provided that all of the members of the Institute of engineers in Malaya bere gistered under the Bill, and that "the Bill be considered by a committee which included representatives of the architects and engineers.

The Bill was read a second time and referred to a select committee consisting of the Colonial Engineer, Mr. Campbell, and Mr. Everitt. The Attorney-General pointed out that the committee would bave power to call in any persons who might wish to express their views.
