The gigantic silk alature reelers strike by which some 178, large plants in the silk towns of Koonstan and other Canton silk centres, are paralysed, involving more than 100,000 persons directly, is, still in progress. In order that the pre- sent season's crops, shall not be entirely spoilt, the old methods of reeling with out the aid of the machinery, employed by the modern filatures will be resorted .to. Canton's silk crops, amounting. to Bome 64,000 bales annually, are worth from $90,000,000 to $125,000,000 a year. The owners of the flatures have been willing to negotiate with the strikers on the question of wages and time, but they oppose absolutely the demands of the strikers, mostly girls, for the abolition" of the system of fines and rewards. They contend that, in order to secur good service and maintain discipline, the workers should be fined for disregarding instructions from the management; on
the other hand, those able to excel at their work should be rewarded. Resda to the old method of hand reeling means the revival of family work, the farmers raising their malberry, feeding the worms, and raising their own cocoons and, if necessary, reeling their own silk. The reeling girls in Koonshan, Namhci, on April 12th, formally organized a labour
union under the auspices of the Kuomintang. The Civil Governor in Canton,-at-the-request of the Central Executive Committee of the Kuomintang, has registered and recognised the, Silk, Namhoi District Filatures Women Workers Union
and is ordering the Magistracy of Namhoi to afford the neces sary protection to the union in case of need. The Union has a charter member- ship of 284 reeling girls..
THE SAILORS' HOME.. INCORPORATION OF TRUSTEES.
A Bill is to be introduced in the Legisla. tive Council shortly to create a corpora- tion to be known as "The Trustees of the Sailors Home in Hoogkong," to appoint the first trustees, and to vest in the new corporation the Crown lease of the land on which the present. Sailors' Home stands.
The Objects and Reasons attached. to the Bill state:-
The present Sailors' Honie was provided by the community, the site being given by the Government and the cost of the buildings being defrayed by public sub ecription. The original Crown lessees, who were practically trustees of the Sailors' Home, have all died, and the Home has for many years been conducted by an informal committee which grew out of the body composed of the original Crown lessees.
The present site has become quite un- suitable for the purposes of a Sailors" Home, and it is proposed to transfer the Home to a site in Kowloon near Signal Hill There is no person or body at pre- sent who has any legal right to deal with the existing site. Accordingly, the bill proposes to create a corporation consist ing of the members of the present in- 'formal committee and to vest the present site in the new corporation. The mem bers of the present committee, who will be the members of the new corporation. have agreed informally to surrender the existing site and buildings to the Crown, and the Government have undertaken to grant to the corporation the proposed new site in Kowloon and to provide the sum of $500,000 for the erection, furnishing and endowment of the new Homes
