Goodwill is quite all right, but hard cash is better. In fact, this country is only trading with Russis on a cash basis' This observation summarises the views of several of London's leading mer- chants whose opinions concerning trad- ing activity between Great Britain and Bussia were obtained recently by a" re- presentative of the London Lily Tele graph. All of them declared that their trade with any country fanst be restrict ed where that country's stability was questionable, and the vital element of trust was consequently lacking.

There is no trade to-day between this country and the private Russian trader (said one merchant, who formerly con- ducted a big export business with Russian firma). "You can only deal through cr ganisations that represent the Soviet Government, like ABC.O.S. The trou ble is, there is no exchange. If a private Russian trader give me an order he can- not place the money in London without. bis Government's permission, and while they have their own organisation in A.R.C.O.S.they are not going to help a private individual in that way. Cer tain organisations created by the Soviet Government have permission from it to export articles like timber or fibre under Clovernment supervision, but they must guarantee to bring back certain other commodities. I can deal with the people who possess this Government sanction, but I cannot go into Russia and buy.

I demand cash against documente; before the ship casts off I get paid or their own inspec tor's report. Where does their money come from? I don't know, but I see that I get it before they get my goods. How we trust them? I would-import if I could get the right material, but unfortunately, it isn't there. Under present conditions trade with Russia is not likely to expand very greatly. Would you believe that I had to sign over a thousand documents on a cocsignment of only fifty tons of mate riat? Apparently each package in a consign- meat must have its own special, set of papers.
