MORTGAGE ON WATERWORKS. Mr. WALKER: Mr. Chairman and Gentlemned, In proposing Resolution 9 I should like to remark that this mortgage is essential from the banking point of view. From the ratepayers point of view, we can either out a loan or issue debentures which are very px- pensive and laborious ways of raising money, and I think we ought to accept the Bankers stipulation and allow the mortgage to be executed. As your Ae countants point out, at the end of ten years our overdraft will disappear and if depreciation for buildings is not allow ed for in full we shall then have to con- sider a loan for rebuilding. In the meantime we might continue to enjoy the privileges extended to us in the past by the Hongkong and Shanghai Banking Corporation.
