The whole tendency of world shipping is toward the cargo liner type of vessel maintained in regular operation on spec fe trade routes. This type also lends itself to defence purposes. Conversion and construction activities should there- fore he directed toward this type. Vas- seis of such character, especially of Dieset power, lenil themselves to American genius in organisation and labour-saving operations. Cargo liner services are those which contribute mest substantially to the expansion of distribution of our pro- thets abroad. Recent studies of world- shipping indicate that the liner is replace ing the tranip to a very considerable extrat.. The Government would serve no i useful purpose and would sustain much lays of public funds by undertaking to maintain tramp services.
A NAVAL AUXILIARY.
Aside from its use in speeding the mails and its potential usefulness as a ntva! auxiliary the fast passenger liber has comparatively little value. It does not carry consequential cargo and, there fore, is almost a negligible factor in the extension of commerce. The Govern- ment serves no useful purpose in sup- porting 2 luxurious passenger service except to increase the mail facilities and to provide a reserve. for possible national defence, and the requirements of this reserve can be largely fulfilled by the cargo liner type of vessel.
If the naval and postal authorities determine that there is a necessity for large and faster type, which shall be more adapted to the passenger and mail services, then the construction and opera- tion of such ships should be undertaken definitely upon gayal and mail appro- priations sufficient to cover the addi tional cost of construction and losses in operation chargeable to the operations of the Emergency Fleet Corporation.
Except on this consideration we do not favour the further consideration of Jarge Atlantic types of passenger vesenly. The further construction of this type äf Vring busiES
means the Government in the
Consideration should be given to the possibility of the Government joining in the creation of local corporations at the various parts for the purpose of taking over the ships maintaining the trade route services of the cargo liner type. The Government could well afford to turn its vessela över for stock in such corporations at a very low price valua tion if the local residents could be pre- pared to subscribe the capital necessary for operation and new construction pur- pose.. The Government could then give to such local subscribers the option to purchase. Government stock at par dar ing n' stipulated period. The enlistment of local skill, interest and pride in the conduct of these services should con→ tribute to decentralisation and ultimate disposal of the Government interest.
