Under the disguise of unemployment relief the German Government is about to grant handsome subsidies' to ship. building. Reports from Hamburg state that a pledge to this effect has already been signed with the Central Federation of German Shipowners. Under this agreement the Government and the ship owners are each to provide. Aum o £2.500.000 sterling for the construction of new tonnage (one account says this. sum is to be spent every year). The Government contribution will be in the form of a loan on extraordinarily easy terms. One report says that the inter est is to be only per cent. annually until the new vessels are placed in ser- vice. According to other accounts, how- ever, the interest is to be 4 per cent, for the first year, "5 per cent. for the two next, and 6 per cent, for another equal period. Even if this version is correct the shipowners will obtain the money at first for considerably less than half its present price is the open market.

These Government subsidies are to be taken from the sum appearing in the Estimates for productive unemployed. relief. They will be distributed among the owners in"proportion to their present tonnage, but a special allocation will be made to small firms whose financial posi tion is said to be particularly difficult.

Naturally the papers lay stress, on the influence which the agreement will have on the labour market, but there can be no doubt that it is primarily intended as a protective guusidisation of Germany's mercantile marine. Even if the loan is. redeemed, its ridiculously light terms amount to a substantial gift to the ship- ping lines.
