Germany has expressed dissatisfaction is that of the police, and especially the re tention of the police in barracks. The German Government contends that pecu: liar circumstances render it necessary to hold storm troops of police in reserve and that this can only be done by kous. ing the men in barracks

the storm, and Berlin might have be come a prey to the mob but for the ac- tion of the People's Commissaries in call- Ling upon a regiment of Jäger (Rillenien) who happened to be garrisoned near the capital and putting upon them the duty of polleing the streets. The police in Prussia continue to this day to wear the green uniform and black leath helmets of the German rifle regiments. Herr Noske was persuaded by Herr Dose, then an olivial of the Prussian Minister of the Interior, and Capt. Pabst (both reac tionaries and subsequently identified with the Kapp puterb) to retain the organiza tion and armament of this military police fores in place of the old blue-uniformed municipal police, to recruit them frum the ariay and keep thera in barracks.
The exutuple of Prussia was followed and from these beginnings arost the strong forge which is sometimes regard. ed as Germany second line. The reten tion of police in barracks has been the subject of protest after protest, from the Boulogne Note of too to the but finding of the Commission. The General Staff the Intelligence Service, Air Division, Machine Gun Corps. Field Operations, And so forth, have all been (or are sup- posed to have been abolished after a hard struggle and a great deal of ob struction, but the complete storm troop. units remain in their barracks in the face of all protests. The police law of Prussia, introduced in 1922, deliberately. provided for their retention.

Rendtery rareinczo,
As the result of this law there has been in Prussia considerable reorganization of the police. The demand of the Inter- Allied Control Commission, back to the 3 M., at the Offices. of the Public Works police conditions of 1913, has not been Complied with, the Governments, bath of the Reich and of Prussia, retorting that Kau Pai Shek in the Colory of Hongkong. the social conditions are not the same for a term of 75. years, with the option as they were in 1913. The police renewal at a Crown Bent to be fired by the Prussia remain under the control of the Surveyor of HIS MAJESTY THE KING, for one Prussian Ministry of the Interior (mutalis further term of 75 years. inutundis this is true of all the Federal States). They have no." machine-guns. They are armed with rifles (one to every three men), automatic pistols, and bar
nets. When on ordinary street patrol duty they carry a truncheon and no rifle. Their numbers, formerly 92,000, were in. greased to 130,000 by the permission of the Entente on the representation of Germany that the" smaller number was insufficient for the maintenance of order. In times of disturbance or anticipated to a military disturbance they revert footing at once: At the end of Septem ber, 1923, when, as the result of the in- flation collapse, a new Communist re volution seemed imminent, the police in Berlin were placed under Reichswehr Group Command No. 111.

The German Government is standing out for the retention of the barrack ss tem on the ground that conditions are still far removed from the normal. and tites in support of this argument the Tast that the Communists at the recent Reich stag election secured 2,700,000 votes. These votes were almost completely urban, and as the Communist agitators. and leaders were nearly all either in prison or in hiding, it is argued that there must still be a formidable back- ground to Bolshevism in the cities. it not so, the present dispute would not arise. The police in reserve for dealing with any sudden local or concerted put- break are. I am informed, kept in bar racks because it would be impossible to summon the men separately in time, to strike an effective blow. The pro- cedure adopted is to rush them by means of motor lorries to the scene of disturb ance and bring them into action at once, In some of the former replies to the Entente Notes it used to be said that the reason why the, police, units in bar- racks were not disbanded and the men housed individually was because there was a shortage of dwellings. It was then indicated that the service, would be so re-organized that the barracks would This become merely model dwellings. contention, however, has evidently been abandoned.

In many respects the police service has certainly been given a more civilian char acter. Less of their time is spent in military drill than formerly, it having been dis covered that an efficient policeman is not created by chasing a young recruit back and forth in a barrack yard.
