CHINA SALT REVENUE."
DECREASE IN 1924,
DUE TO WAR AND DEPREDATIONS.
A Poking cable recently announced that the net salt revenue for 1924, after meeting administrative expenses. which was credited in a group of banks during the year, amounted to $70,544,000 which shows decreas of #0,001,000 as compared with the revenue for 1993 and a serious decrease on the revenue realized in all former years since 1918
It is explained that the decrease is largely if not entirely due to the dif culty and uncertainty of transportation on account of the civil wars in the Lower Yangtze and North China as well as to the confusion caused by the arbitrary interference of Tachua Chi Haich Yuna in Nanking with the Salt Administra. Lion during the last four months of the year in direct violation of the Reorgani-| zation Loan agreement.
All the obligations secured by the Salt Revenue, amouating to $20,777,000, werg fally met and the surplus funds relansed to the Chinese Government during 1924 to 864,700,000 (including 812.866,000 received from the Maritime Customs on the account of the refund of. Reorganization Loan payments for the year).
amounted
Of this amount some 833,466,000 repre- sente sums either retained locally or ip- propriated by provincial authorities or military commanders. These retentions, which were credited in a group of banks by special arrangement, do not include the full amount of the revenue retained by the Kwangtung, local authorities, the Canton district inspectorate having been closed in May, 1923, owing to the illegal interference of the local authorities, and not having been re-opened during the year 1921.
In addition to retentions made in 1924 in the provinces "of Kwangtung, Sze- chuan, Yannan, Hunan, Kiangsi and Fukien and the Three Eastern Provinces. part of the revenue of the provinces of Kiangsu, Auhui and Chekiang has also been retained during the last months of the year 124 owing to the local military action.
The reserve in a group of banks was maintained during the year at 87,000,000.
