In reply to repeated interpellations in the Chili Provincial Assembly concern. ing fines imposed upon persons found guilty of traffic in Chintan pills in the Chihli province, the office of the Civit Governor has informed the Assembly as follows:

This office is in a position to report that last year all the hsien ramèns as well as the bureaux were instructed by this offer to take defaite action with regard to the narcotic traffic in the pro- vince, and to impose rigid punishment on manufacturers and smugglers of chiato. With this object in view special measures were adopted and a Provisional Conjoint Cuurt was formed at Tamingfu. To this Court Chang Ya Ju, Department Chief of this office, was despatched to deal with Chintan cases, in association with General Sua Yueh, Defence Commissioner of Tamingfu All delegates representing various hṣices were also invited to parti sipate. Details of all the various fines with the names of 15 separate hsicas in which culprits were dealt with are then tabu- laced. If one may judge' by the amount of fines some hsiens seem to have carried on a very extensive trade or more vigi. lance was shown by the police for the total fines vary from $100 to $78,936. The latter sum was imposed in Tamong Haien.

The

fact that nearly three-quarters of million dollars was raised by fines for morphia pills selling in the Chibli pro vince in one year, and that 75 hsiens were indulging in this destructive habit is con armatory evidence of an extensive under. ground traffic.
