The CHAIRMAS The increased expendi ture is the cost of additional items and fittings required in the Magistracy at Kowloon.

PIER AT BLACKHEAD'S POINT. The Governor recommended the Council to vote a sum of $90,000 on account of Public Works, Extraordinary, Kowloon, Pier, Blackhead Point.
The CHAIRMAN: The additional expense required is entirely due to the foundation work, it being necessary to remove by divers the remains of the old Pier, and considerable amount of rubble, before the piles can be put in.

There are really two' markets, and they have been using money voted for the other market and that money is to be replaced to provide for the exten sion of the existing market at Mong Kok

The CHAIRMAN: The original estimate was a tentative one. It was anticipated that a larger sum would be required, for the indeat was sent in April last for three motor meat vaas, the cost of which was over $7,000 each-making a total of 820,733. The sum provided in the esti mates was $18,000. I have made in quiries, and it is considered that although we have paid $7,000 each for these meat as, the Government has got very good
value.
