THE RAILWAY QUESTION. The recent troubles have affected, the railways most seriously. The power of the combatants extended over the whole area of China where railways exist, and, as a result, probably the only one that has not lost heavily in the Shansi Rail- way-and "that only because it is a narrow-gauge fine. The rolling stock of all other railways has been used entirely for the transport of troops and muni tions, and cars and locomotives have been freely transferred from one railway to another. Unfortunately, on such oc casions no care is taken of the rolling stock, and a large proportion of railway transport material is probably in a very ineficient condition. So far, the only railway which appears to have resumed anything like its normal traffic in the Bhanghai-Nanking Railway; the Peking- Mukden Railway is still incapable "of carrying coal from the Kai-Ping mines. The effect on railway revenue is there- fore sure to be felt for some time to
come
