THE BURDEN OF TAXATION.
INDUSTRY'S HINT TO MR. CHURCHILL
CHAMBERS OF COMMERCE RESOLUTIONS.
A general meeting of the Association of British Chambers of Commerce was held at the Hotel Victoria, Northumber land-avenue, London, on November 13th, Mr. Stanley Machin, the president, was in the chair..
The President, in his address, said the Dawes Plan might not be ideal, but he believed that it was best to take the long view and approve a scheme which hal for its main object the restoration of impoverished Europe, At the same time, it could not be denied that certain industries might be seriously affected by the position in which Germany now found herself and he felt that the Gov- ernment of the day could not stand by and see industries destroyed by antions which were working longer hours with lower wages and with depleted exchanges which rendered 'competition both unequal and unfair. New commercial treaties be tween Great Britain and Germany, and between France and Germany, were now in negotiation. Be could assure the meeting that the Board of Trade were looking after their interests, and he was not without hope that a solution wonki be found which would enable them to renew their trade with Germany on a greater scale than had been possible in the past. He trusted the day was not far distant when they should have enter. ed into a new commercial treaty with France which would be to the benefit of Their the trades of both countries. friends in France could be assured that they were anxious to increase their pom- mercial relations, and that competition with them for other markets was of a friendly nature, necessary to the pro gress of both countries.
One of the chief causes of unemploy ment. he continued, was the "excessive taxation from which they were at pre- rent suffering. They were paying Im- perial, axation of upwards of £1 per head of the population as against £4 The commercial is. 6d. before the war. community could not too strongly repeat its demand for economy as the first and greatest of all means by which the de. florable problem of unemployment could.; be partly solved. The présent position could not continue. While in 1913 che total expenditure on national services amounted to $3 millions sterling; in 25 the figure had reached upwards millious, of which only 40 million spent in war peusions. Local ext ture amounted to 79 millions in 1915- no less than 161 millions in 1929. enormously increased expenditure had be met out of an income 20 per cent. less by 1023 than it was in1913. No one wished to see the standard of living. rg duced; but there was only one means by which it could be maintained, and that was by producing more. They had a new Chancellor of the Exchequer, and he felt satisfied that no step that Mr. Churchill could take would tend more to improve trade and develop confidence and enter prise than a substantial reduction in the income-tax. In accordance, with a re- solution of the last annual meeting a special committee had been set up to m vestigate the whole question of indus trial, unrest, with Sir Edward Manville as chairman. In view of the tendency of foreigi Governments to increase their tariff walls it was more essential than ever that they should look to the Empire for the development of the overseas trade and they should encourage mutual understandings and mutual benefits with the object of enabling the Empire to become more and more self supporting.. The council was fully alive to the import
ance
of domestic reforms, among the foremost of which was the return to the penny postage, which would result in such great beneft to the trade of the
country.
A resuistion was passed urging the restoration of penny postage within the Empire

HOW TO GET GOOD SERVICE FROM
MICHELIN TYRES.
INTA
Keep tyres pumped up to correct pressure for the load they have to carry. tell you what this should be..
:
We can
When tyres are under inflated there is continual internal friction between the foundation cord and the rubber, causing overheating of the tyre and consequent rapid deterioration.
Water can also enter causing rust, resulting eventually in the rims having sharp edges which cut the walls of the tyre near the bead.
1
Most cars in Hongkong run on under inflated tyres with the above disastrous results. Have your wheels examined front and rear for trueness and tracking alignment. If they are at fault in this respect the tread of the cover is subject to a grinding action which quickly destroys the cover.
Keep tyres free from oil and grease.
Start and stop gently and take comers slowly.

A resolution was moved by Mr. A. H. P. WATER FILTERS, BATHS, Kemp (Leicester) urging that in order to equalize, as far as possible the incid ence of taxation on all traders it was desirable that the reserves, retained in their businesses by private traders should be exempt from super-tux and should only be liable to the same scale of taxa- tion as the reserves of limited liability companies.
Sir James Martin (London) said super- tax could not be avoided by turning a business into a limited company. When the Commissioners considered distribu- tion had not been made to the share- holders for the purpose of avoiding super- tax they could institute an inquiry. Were business people prepared to allow
