It is difficulty indeed to imagine eircumstances in which mich figures would have been possible, as never before the war was there such an enor. mously large surplus of unemployable tonnage, as there has been for about five years back If, however, over 1,750,000' tops had disappeared within 12 months. 03.2 inevitable result would have been a great demand for new vessels to take. the places of those which had been lost, dismantled, or broken. up; and all the shipyards of all the mari time countries would have been working at fever heat to make good the deficiency in the different mercantile marines. present there is no special shipbuilding activity anywhere, cast of all in Ame rica, so that the very large amount of tonnage deducted is evidently hardly missed at all. At any rate. very little of it requires to be replaced, as its owners have not so far embarked on any general policy of ordering new vessels."
SURPLUS CAREVING CAPACITY.

The explanation is to be found in an- other set of figures. Notwithstanding this removal of more than 1 millions of tons of shipping, the mercantile fleets of the world are still larger by about 15,000,000 tons than they were in 1914. That is the real handicap on a revival in. shipping and shipbuilding. It is no doubt true, the compilers of Lloyd's Register figures suggest, that a large proportion of this tonnage is laid up, and is unlikely ever to seek successfully for profitable employment. It may also be true that when a real revival in world trade does come many vessels now" on service will be found to be uneconomien), and will have to be, dismantled, broken up or laid up. But all this does not alter the fact that while oversens ship ping is a less profitable proposition than
it was in 1014, there are still in exist ence vessels representing 15,000,000 toas more than there were than.
There is still an chormous surplus of carrying capacity, and to master though a large proportion of it is uneconomical its very existence is a burden on the ship ping and shipbuilding industries, and relief can only be found in a drastic policy of scrapping. It is so far satis factory that the tonnage ecrapped Trat year was double that of the previous year, but the most recent figures could quite well be quadrupled during the cur- rent year, without indeed causing any disadvantage to shipping or creating any rush on the shipyards for new vessels. Sucb a policy will require more courage than the great majority of shipowners have yet exhibited. They have been tem- porizing for years, carrying on with old vessels in the hope that the tide of trade would turn so that these vessels would earn dividends sufficient to pay for more modern ships-in short, waiting -some- thing to turn up. If they had, neopted: scrapping as a definite policy years ago. they would have had to ent a certain amount of lesson, but they would havo beer better off now; they would have had modern vessels, and, the shipyards would not have had such lean times as those through which they have passed.
