FASHIONS MAKE. WORK.
BUT TUB-THUMPERS DON'T KNOW IT.
John Blunt writing in the Daily Kail, says:
Fashion may not be more arbitrary thar it was twenty years ago, but in certain directions it tends to demand far more expenditure of money than it did then.
Twenty years ago women had not, to exteut, the anything like the variety of, say, umbrellas, or shoes, or coiffures that are now considered reces! sary, and consequently their expenditure was not on the same scale.
Fashion. in thath, by tending to b come more "esmplex also tends to give more employment. The greater variety of things a fashionable persor: requires. the greater number of jobs will shere be for other people.
And yet the very type of person the soap-box erator is always denouncing is the very type that keeps money in circu- lation and gires trade a lip. If rich people wera" content with the relative. simplicity that marked their forefathers there would be far less employment at the present moment than there ia
I am not arguing that money spent oa luxuries is the best use to which money can be put, but, in times such as these, when ordinary trade is depressed all over the world, the luxury trade helps to keep many people in work who would otherwise be out of a job
Luxury, after all, is a relative term. The world, is used very falsely by Social," ist extremists, whe thunder forth their denunciatiors against every kind of amenity which they themselves don't possess perbans because, they have never had the brains or energy to work for it. But when they address their audiences on the wickedness of capitalis. and on the bloated luxury of "fine ladies." does to them that without it "ever OCCULT capitalism their audience would mostly never be employed at all and that the luxury of hoe ladies" is the mainstay of many an industry?
The very word "luxury" is used as term of contempt, as though there were Aqmething inherently disgraceful in any kind of elegance and comfort, but I ven- ture to think that it has its social value to the whole community.
If all well-to-do people were to conceal thefr prosperity and hide their money away in a stocking they might arvid the unpleasant comments cf agitators, but they would be doing a disservice to the country. Like everything else, luxury Or whatever you choose to call it can be carried to extremes, and then it be comes odious, bat people who live ac cording to their mears and station are: sensible and exercise a beneficial effect.
The constant circulation of money is the very blood of trade. Fashion, with all its various demands for constant variety and therefore constant expendi. ture, puts much money into circulation. When the tub-thumper, in eloquent but misleading terms, pictures fashionable people as blood-suckers te is really aim ing a blow at his own class.
Unexpended wealth may be good for a minn's descendants, but it is not good for his contemporaries. The rich miser who goes about in broken-down boots and an old coat is helping his Leighbours less than the rich fashionable woman who is always buying new clothes.
FAMILY ALLOWANCES. MAJOR DARWIN'S WARNING. Major Leonard Darwin, president of the Eugenics Education Society, speak ing at a dinner of the Forum Club on November 14 on Family Allowance Systems and their Hecial Effects," said with methods by that they were dealing which some eight million workmen were now being paid in Europe. The occupa tional system was likely to be the first to be introduced into this country, and under it employers would be compelled to divert a certain portion of the muney now paid in wages to a pool from which payment would be made to the wiser

The cream of our professional classes formed a group which was absolutely dying out, and, while there might be some consola tion in the statement that these classes were being recruited from below, the situation was dangerous. If the blood of the professional classes was only being replenished from without it would flow. away to waste. The stock was magnifi. cent, but if things went on as they were doing
that stock was destined to play no part whatever in the future of the nation. Under the family allowance system young couples would know that with the of each additional child there appearance would be a known increase of their in- exorse This would lead to the production must of more children, and the system be applied
the better-paid class us well as to the poorer strata of society if it was to produce the best results. Family allowance systems, it introduced under
