The Grand Duke Cyril of Russia issued some weeks ago, a manifesto athrwing his rights as Heir Presumptive to the Throne of All the Russias. In letters which have been made public both the Dowager Empress and the Grand Duke Nicolas Nicolaievitch now express their complete disapproval of this step. Writing to the Grand Duke Nichoins, the Dowager- Empress affirms that hitherto there, has been no precise information as to the fate of her son and her grandson, and she expresses the fear that the Grand Duke Cyril's manifestó may create a reission and the reply render the situation of Rus- sia still more disastrous. Shonkl, how- ever, a successor have to be found for the Russian Throne, the Emperor, her Majesty adds, "will, I suppose, he indicated by our Fundamental Laws, in agreement with the Orthodox Church and the Russian people." In forwarding this letter for publication to the Russian newspapers. that appear in Paris, the Grand Duke Nicholas accompanied it with a statement expressing full agreement with the views of the Dowager Empress, and adding that on several occasions he had already stated i bis conviction that the future organisa tion of the Russian Empire could only be decided on Russian soil and in agreement with the aspirations of the Russian people,
