Policies of insurance will still continue to cover such extra marine risks as theft, pilferage, leakage, freshwater damage. book and sling. damage, and other casualties which have. nothing to do with the perils of the sea. Underwriters include these risks at pre- miums which are really only barely ade. quate to the marine perils of stranding, collision, heavy weather damage, and fire, although the latter is not strictly a marine peril.

If underwriters following the prin ciple laid down in the Act can success- fully take up the attitude that only such risks as are specifically covered by the marine policy shall be insured for the marine premium, and that extra marine risks can only be included by the pay- tment of an additional premium, they will have solved the chief difficulty of modern underwriting. This, however, is beyond all expectation in view of the size of the market, the shortage of business, and the difficulty" in obtaining the co-operation btween underwriters.
TO BETTER POLICY CONDITIONA.
It may still be, however, that the move- ment of which the Carrings of Goods by Sen Act is only one indication, will be carried some steps further in the near future Lloyd's Underwriters' Associa ition is presumably still considering the suggestion to abolish insurance against all risks, which was brought up at a niting of the association held last year. The Institute Clauses, by the amendment. referred to above, have made a startin retracting some of the, concessions by underwriters in the past, and there is evidence of a general desire in the market to better policy conditions, which is much more marked than any indication of at desire to improve rates.
This, perhaps, is the better course for the market to adopt, for undoubtedly the rates which are paid to-day would be adequate were the marine policy shorn of its additional liabilities and restored to the stark simplicity which, served the merchanis and underwriters of a prat generation, and which, after all, provides the assured with
complete cover against all risks incidental to adventure by sea, as distinct from those risks to which his goods are exposed from the day he received them until the time they are delivered out of his possession whereso- ever they may happen to be--Syren and Shipping
