FROM THE CHINESE ECONOMIC BULLETIN," }
Foochow capital of Fukien province, is one of the busy commercial ports in South China. It is situated on the Min River, baving an extensive hinterland to serve. The chief exports of the port are tea. timber. lacquer aware, paper m brellas and bamboo shoots, while the imports are four, rice, sugar, cloth, kero seae oil, and metal ware.. Owing to the mountainous nature of the province, traf Ae between Foochow and the hinterland is doue chiefly by junks and sampans on the mountain strennis. Large scale busi- ness is generally transnoted through a broker or commission agent. Goods' in the hinterland for export are generally" moved to Fouchow by the producer, who sell them to the exporter through a com- mission agent.

Exporters of Fukien goods are not al- ways foreign firms, there being quite a number of Chinese merchants from other Coastal provinces, because a large per centage of Fukien goods are consumed in other provincts of Chian. Failure of settling accounts on festival days means the insolvency of the merchant.

The Foochow Chamber of Commerce is at Shang Hang Chieb, Naatai, a busi- ness section of the city. Shops and stores have the free choice of registering them-, selves with the Chamber as its members. Business establishments so registered are classified into four grades according to their business scope. A first grade in- stitution has to pay an annual member- ship fee of $24; a second grade establish- ment, 318; a third grade oue, $19; and a fourth grade one, 38. Most of the small shops, and those newly opened, are not members of the Chamber, because they prefer to be let alone. To be a member of the Chamber, a merchant is entitled to certain privileges but at the same time ho also has obligations. if the local officials or military leaders levy a compul sory loan on the city, the Chamber of Commerce is called upon to see the fands raised, nud in that case each member of the Chamber must come in for a abare of the financial burden.

But such undue expansion of credit often leads to business disaster.
