MR. W. GRAHAM ON THE TAX- PAYERS' LIABILITIES.

Mr. William Grabani, M.P., Financial Secretary to the Treasury, in the late Labour Government, in an address to the Edinburgh Fabian Society, recently. dealt with the financial aspects of certain schemes for providing employment. Alluding to export credits, he said that proposals were under consideration which were designed to encourage the guar antre of mercantila bills and to facilitate exports A large part of the slow pro gress of such export credits was due to the collapse of oversea markets for econonlic reasons, such as dislocated ex- chances, which were very much wider than any export scheme.

Parliament had sanctioned up so ££5,000,000 for the guarantee of principal and interest on money raised to cover capital expenditure on trade facilition such as would provide employment in Great Britain. Of that total about £49,000,000 had been guaranteed, but he admitted that lately there had been some stagnation, sad further guarantees had not proceeded so rapidly as they had hoped.

WEATHER KEPORT.

The reasons were simple. Compared with the time when the scheme was intro- duced some years ago money rates in the ordinary market were much easier. Prob- ably most sound schemes in Great Britain to-day could raise money without the as- sistance of a Government guarantee. It! was then suggested that the Government, in order to stimulate employment, should be prepared to face greater risks in guaranteeing others. But there were do- finite limits to that suggestion. The failure is reported in Mésers. Symington and Sinclair's weekly market report of several Chinese rubber dealers in Singapore, owing to large operations on the bear tack, says the 'India Rubber Journal.
