The Paris correspondent of the London Daily Telegraph last month wrote:--

Mr. Owen D. Young. Agent-General for Reparation payment ad interim, and Mr. Andrew Macfadyean, who will supervise the revenues from the five German mono- polies which are to go to Reparations. have left Paris for Berlin. It is under- stood that their first business will be to confer with German bankers in regard to the floating of the 10,000,000 ̈loan. Mr. Young and Mr. Macfadyvai.cannot say how long this preliminary business will last, but it is thought here that all arrangements for the loan will be com-

In a statement he made before his de parture Mr. Young declared that he would devote himself hedy and soul to his task Flet will remain in Berlin, dur ing the transition period-that is to say. from the day the Reparations Commis sion has declared that Germany has ful- Alled the legislative conditions, and until it is decided that the laws voted by the Reichstag are rally applied and a start has been male to racepte the Dawes plan. He calculairs that the period of transition will last five weeks, and dur- ng this time be will receive the payments that the Reich ought to make for the de- liveries in kind provided for in the Dawes plan. When the plan is in ope ration it is his intention to return to Paris in order, to confer with the Com. missioners of the Bank of Gold Issue and of the railways. Then, in co-operation with the Reparations Commission, he and the Commissioners will draw up a pro- gramme which shall ensure the perma- nent execution of the Dawes plan. Mr. Young emphasises that he is invested with power of attorney by the Reparations Commission, and that he will work in close co-operation with it on all ques- tions relative to the execution of the plan. The Reparations. Commission has appointed Mr. Seymour Parker Gilbert, an American financial lawyer, as per- mancat Ageat-General "for Reparations Payments, and when he joins Mr. Young in Berlin they will work together fur some time, and afterwardss Mr. Young proposes to return to Amerien to attend to bis own affairs.

It has eliminated ons hundred and sirty two quick wearing parts necessary in the operation of a sylindered puppet valve motor. There are no hammering parte such as came striking against push rods, push rods against valve stems, or valve heads snapping back into their seats through the medium of heavy springs, etc.
