"As the result of the King tarif policy," he said, "there has been a con- tracted output from Canadian factories. It has put thousands of workmçu on the streets and it has not even reduced the price of agricultural implements to farm- Ary. What reductions there have been have been due to the lowering of the Sales Tax, but in spite of that, the gen eral price of farm implements is higher than when the Liberals'canic into power." Dealing with the effect of the Govern ment's tarif policy on speciɓa industries. Mr. Meighan pointed out that 17 textile mills had pow closed down, the workers having been compelled to go to the United States, that 24 agricultural it plement and tractor makers had closed: their doors, and that 10 fertilizer fac toties had gone. Out of business. Altogether, over 1.000 Canadian factories had been forerd to shut down, and an even greater blow to industry was the threat of farther tariff reductions, which undermined business confidence.

Mr. Meighen warned Mr. Mackenzie King that the Government must bear falli responsibility for the present unemploy. | mens, for which he saw little prospect of relief in the coming winter. »

HOURS OF LABOUR IN JAPAN.

A U.S. Cossular report states that since the enactment of factory laws in Japan and the adoption by that country of the rulings of the International Labour Conference, there has been a gradual tendency towards a shorter working day in Japanese industries. The average working hours range from a maximum of 15 to a minimum of 8 hours per day, including recess time. according“ to figures prepared by the Government. Welfare Bureau. The average for all branches of manufacturing industry in the country is stated as about 10 hours. This compares very favourably with a former average of from 12 to 14 hours. but it is evident that the country is still very far from the universal adoption of the eight-hour day.

Of the 4 factories investigated, re- presenting 14 lending industries, 24 per tent had an average working day of less than 10 hours, 42 per cent, worked from 10 to 11 hours $3 per cent. from 11 to 12 hours, and only 5 per cent. more than 12 hours.The daily recons for these industries average 1 hour and

4 minutes.

Ari Associated Press ratio message to. Manila papers from Washington dated September 23rd, says;-

The State Department last June issued instructions, directing Consuls to de- elize to clear vessels on which liquor to be used as a beverage was loaded. if the vessel was destined for the Philippine Islands.

This order was made on the basis of a legal decision that such shipments were deemed contrary to the 18th amendment.

The distribution of the instructions was made public to-day upon receipt of Manila dispatches protesting the stop- page of liquor shipalents.
