By 4 Proclamation by the Acting Governor on July 26th, the Royal Letters Patent constituting the new Gov- ernment came into operating on August 21st

and during the ensuing four months the work of preparing the re gister of voters will be carried out, it order that the first general election may take place, in January next year This will give Sir Horace Byqit, the new Governor, who is expected to arrive in October. n bare breathing sjuce to ap preciate the vastly different conditions to which he s come from in Tangan- vika before he ja, called upon to preside. orer the newly elected Legislative Coun-

cil.

At present the majority of the un- official members of the Council are white, bat the indications are that the seven elected members of the new Council will. be black or coloured men. Local poli- tical enthusiasts are already getting ready for the electoral campaign, and one or two public-meetings which have bera held

during the past fortnight show pretty

clearly how this campaign is going to be conducted by the self-styled "People's Party, whose slogat is Trinidad for Trinidadians," and who are never tired of fulminating against rule by Euro- pean exiles. A good deal of this is froth, which has no weight with the in- telligent, section of the community, but, Hince the hew electoral register must. necessarily comprise a large number of very ignorant and easily-influenced people. the active and nos over-scrupu fous speech-makers who are stumping the country districte will have no lack of willing audiences in support of what they are pleased to call a Labour Pro-

Kramme.

LAZY CIVIL SERVANT.

PROMOTED TO BE DEGRADED.

A remarkable story of red tape in the French Civil Service is told in the dutin (Paris) by Senator Henri de Jouveni). and ex-Minister.

In January, 1921, a young Frenchman passed the entrance examination for the French Civil Service, was appointed to Ministry, and, after the customary year of diligent attendance and work, was given perinanent rank.

.From January 15th, 1922. however, the young man hardly ever appeared at his office. A ababby coat, an old felt hat hanging in the corner, and a pair of gloves lying on a desk were all that re- presented the newly fledged clerk. A letter of remonstrance sent to his home brought no result, and the young man' was transferred to another office.

On the day this was notified to him he appeared at his old office, picked up his coat, hat, an gloves, conveyed them to their new abode, and then went off again on another prolonged holiday. Then the permanent Under Secretary of the Ministry took up the matter."

He sent round to the young man's Bat to find out why he had not appeared. The reply was that he was in bed and that he was a professional dancer at a night club and came home late in the morning. **

Inquiry showed this to be true, and, in due course, a disciplinary board was summoned to consider his case. Their

should be raised to the rank of 3rd rate clerk. This is in order that we could then reduce him in grade, na the only penalty we can infict at present --and we are reluctant to do so—would. be to dimmish him from the service.

No Fire Insurance has been effected. Bills of Laling will be countersigned by
