She has had an interesting career since she graduated from her first university in 1001. She is a fino, musician, and began her professional life by going into journal- ism and acting as crusic editor of a Cleve- Hongkong to Gap Rock { W. winds, modristes, land newspaper. After some years of that she took up the study of law, first' at berj old university, then at the Chicago University Law School, and after acting as legal investigator for the New York Lengue for the Protection of Immigrants she took another law degree at New York Tniversity,

She practised for several years as al barrister in Cleveland, Ohio, where her home is, and attracted a good deal of attention by her cunduet of a case which resulted in establishing the right of women to the municipal vote in certain towns. Miss Allen was the first woman attorney to appear before the National Was Labour Board. This was in defence of women who had-as in England-been employed as street-car conductors when the men went to the war. The appoint ment of the women led to a strike among The remaining men. We won the case," said Julge Allen, "but before it was settled the women had been made so une comfortable that they had all left. So it was a barren victory."

By many women of the two political parties. The Court of Common Plens Largely corresponds to our King's Bench Division, but includes also évitbinal and divorce cases. In the Supreme Court, to which judges are elected for a term of six years, there are seven judges, who sit On every case submitted. They bear all the cases sent up from the Appeal Court, | ---- and in 95 per cent. of the cases their decision is final The only bigher court is the Federal Supreme Court.

It is recorded that Judge Allen was the first woman in the world to preside in a Srst degree murder case. The point is in- teresting, but after all many queens have exercised the powers of life and deuth, and, it is possible that in Soviet Russin woman of no rank at all have had the same prerogative.

- WOMEN. AND THE LAW. "

Remembering how critically our newly appointed women magistrates look at our laws and administration, the interviewer asked Judge Allen whether women judges had the same tendency. She hesitated somewhat in answering, but said she thought perhaps a woman judge was rather more inclined to inquire into the justice of the law because she came to it with a fresher attitude,“

"Womes," she said, "have, I think, two distinct contributions to make to the administration of justice. "They have a fresher paint of view. They come in not as part of a system which they have look ed forward to joining professionally. Per haps their eyes are a little inore open to human questions than those of the men, who go on thinking of carrying onvan old- established legal system.

"And then," she said, "they have the woman's point of view, The litigants are both men and women, and the woman's point of view has to be expressed in the administration of justice, as elsewhere. It would be a one-sided administration of justice which was run by women "only when so many men were litigants, and necessarily at certain points the adminis tration of justice in the past has been onc-sided because so many women were litigants and it was only run by men."

Judge Allen, said she had found inte. grity and a sincere desire to do justice almost universal atmong the judges with: whom she had been associated. She had been treated with the greatest courtesy and consideration by her colleagues, and they were undoubtedly interested in her reaction to the cases that came before them. She said the women of her State watebed her work with much interest. She was conscious that the first woman to hold auch a position was indeed closely watched by the public. She was expected not only to do her job as well as a man, but people thought she should do it better.

It is rather bard. (the interviewer sug- gested) that the first woman is always expected to be the best man. -

"Yes," said Jduge Allen," but she gets a certain stimukta from the idea that she should reach the highest standard.!!

ON ENGLISH COURTS

Judge Allen, who intends to attend the eetings of the Bar Association next week has been it Loadon for some days and has visited several of our courts. I think they are Inc," she said, “and they have already reached the end we are only aiming at the swift administra- tion of justice. I understand that in your courts an ordinary: murder case can be lealt with in a month or six weeks. In my State it would be a very remarkable murder, ease that could go through the Fvarious revisions to which it is subjected in less than a year. The quickest ense I know lasted dearly five months."'.

In the United States Judge Allen is well known-an'a speaker and one who speaks with strong conviction on the. lawlessness of war. It was a speech of hers on the. outlhwey of war-that attracted the at- teation, of Lord Bobert Cecil when he (l'antinued on next column.)
