SOLDIERS BUILDING DYKES,
PERINO," August and The work of General Fengʻi soldiers in building strong" dykes along the Yung Ting-ho at Huang Tu Po will be finished within a few days when they will be with drawn to their camps. The water is re ported to have gone down a foot and a half to-day and it is believed that all serious danger is passed.
General Feng to-day still has 2,500 mea at work on the curve of the river at Huang Tu Po where he has built a dyke 33 feet from the river bottom to the top of the dyke, which is 40 feet across. Built of sand bags and willow branches these Jykes are expected to withstand the water and not only prevent it from overflowing into the countryside, but to keep it in a straighter course...
In connection with the report that local legal institutions desired to give a sum of money as a reward to General Feng's men who have been fighting back the water day and night, General Feng is under stood to hold that it is not necessary to pay his men for their sacrifice since they worked out of a sense of duty to the Community.
The Christian General, however, did tell the representatives of the institutions that he was not averse to them giving his men new clothing to replace that ruined by mud and water or torn by the willow branches. This would merely be a replac ing of the property of his men and not an additional gift.
Yesterday the Ta Hsin and Wang-ping District Magistrates were sent by the Mayor of the Metropolitan District fo congratulate Genera!· Feug's soldiers at Huang Tu Po. These officials were sur. prised at the spirit of the men who have been digging the mut for several weeks and their attitude toward the farmers. They were told that the soldiers explain to the farmers' whose property they are Baving that they do it because they feel their obligation is there rather than idling away their time at Nan Yuan Having been farmers before soldiers, they realize what it means to have farms saved from Over 200,000 sand bags were used in the dyke operations of General Feng as well as countless willow branches. The Gen- eral is much worried over the fact that the Government has not paid the farmers for the willow branches, which had to be cut in some cases much to the distress of the poor farmers, who, however realized the good use to which they would be put. The River Conservancy Bureau has given the farniers who helped the work on the dykes promissory twenty copper notes which are eashable whenever the Guvern- ment can find money.
