The Foreign Community of Kole Goin the Colony of Hongkring, for a consisting mainly of counareint then, here nasembled on July 14th, 1021, ping on record their alarm and anxiety garding the effects of the Luxury Tarif now before the Imperial Diet as a Gov-less three days. erament measure. They express the con viction that the suggested tariff will e sult in rendering the maintenance of a European standard of living virtually impossible in Japan, thus inflicting, a very grave injustice upon the foreign with special coramunity. Thay view alarm the prospect of this legislation being imposed in such a manner as to penalise imports for which orders were given prior to the date of its promulg tion.

They especially believe that the pro posed Luxury Tariff will not only greatly raise the pries of all imports, but that it will also increase the cost of all goods. manufactured in this country, thus hav ing the detrimental effect of increasing the cost of living alt round and incidea. tally seriously injuring the export trade.

While they believe that the proposed new duties are not anti-foreign in their intent, the fact remains that in propor tion to their numbers the foreign resid ents would be far more seriously injured than the Japanese. To all foreigners the articles of food and clothing on which the new duties are to be imposed re | necessaries of life, whatever may Be the In 15 of the in "regard to the Japanese people.

Accordingly this meeting hereby re- solres that this expression of opinion be forwarded to the diplomatic represent tives of each nationality here present, with a respectful request that they use their utmost endeavours to protect their respective nationals from the banefo! effects of the proposed Luxury Tariff, and particularly to draw the attracion of the Japanese Government to the fol lowing points:

Tony Broke" gives in the Japna Chruaiele his average house keeping expenses during January to June, 1917 and 1921. We live in the same house, have the same two servants, and the only increase in the household is a child, he says, and he supplies this, illuminating statement:-

When the young English writer Joba Russell wrote Where the Pavement Ends" in 1921, he was hailed bythe critics as the new Kipling. That the title was not rashly bestowed anyone who has read the book will readily testify. For those who have not read the book it should be explained that "Where the Pavement Enda' iA volume of short stories-very brilliant short stories too, rich with the colour and romance of the Pacific Islands. One of these stories, “The Passion Vine has been made into A film, and this film is being "screened as the Coronet Theatre this evening under the general name of the whole volume "Where the Pavement Ends." The particular story chosen for the screen is one of the most dramatic in the book; and is admirably, adapted for screening, with its gorgeous tropical setting and its powerful passions.
