RAILWAY FOR NANNING A PRESSING NEED.

À DISTRICT DE GREAT WEALTH' HAMPERED.

In the course of his trade report for 1999. Mr. F. R. " Surplice, acting Com- missioner of Customs at Nanning, states:

The continuation of the political strife; in the neighbouring provines of Kwang- tung has detrimentally affected the com- mercial prosperity of this port through. out the whole year. The early, part of the year was a period of very great anxiety to the commercial community, owing to the uncertainty of the situation at Witches and beyoui and to the wayer. ing attitude of the military commanders stationed, along thể river between Nan- ning and Wuchow.

During July the district experienced incessant torrential rains, and at the end of the month streams had swellen

The geographical position of Nanning. with its only natural trade outlet through "the province of Kwangtung, rehters it peculiarly table to affected by the political situation prevailing in thus provizer, and attention. has, ou several occasions during the year, henti dineted to the projected railway from. Yamchow, situated a little to the west of Pakhoi, to Naunting, with the view of obtaining an alternative outlet for the produce of this part of the province, and thereby rendering it free from any dis location accruing, from political disturb unces in the Canton delta. A enncession for the building of this railway, to be eventually continged ri Poseb and Yunnanfu to Chungking, was granted in 1514 th the Banque Industrielle de Chine, hut beyond a preliminary survey nothing seems to have been done. There is no doubt that a line connecting Nanning with the Gulf of Tenkin would very materially enhance the commercial pros- perity of the port of Nanning, and it is to be hoped that, now the matter has again come under discussion, means will be found to carry the project through. in the not too distant future. This part of the province contains a great deal of natural wealth which could easily be put on, the world's markets if a convenient means of access to the sên, free from political disturbances, could be develop- ert. Coal is abundant and easily procur able, and amongst other minerals to be found in commercial quantities, are gold, silver. antimony, tungsten, iia, and bis- muth. The

gross value of the trade of the port was Hk. ls. 5,749,1, a total which Axceeded, that of the previous year by Fk. Tis 2.409,2-15, but the balance of trade for the year was against the port by Hk. Tis. 1,709,013. The total revenue "collected amounted to Ik Tis. d., leing an increase over the collection for the previous year of Hk. Tls. 9,16. These figures, however, do not accurately represent the revenue importance of the port, for, under a system which is pe- tuliar to this port, a very large propot. tion of goods destined for Nanning pay, duty at Wuchow, and the amount thus collected is included in the statistics for that port.

HALF-YEAR'S INTEREST ON DEBT TO U.S.

The following is from a recent Home

paper:-

On June 15th a half-yearly interest payment of nearly 60 million dollars is" due from the British Government to the United States.

Hitherto we have effected some saving through the clause of the debt-funding agreeinent under which payment can be made in American Liborty Bonds at their face value. These bonds have been bought in the market below 100 and sur rendered at 100. Now, however, most of these bonds are rising above 100, and the clause becomes useless,

This means that the Government has either to ship gold from our gold reserves or to buy dollars, or gold, in the market.

ANTI

Purchases of dollars for such purposes

the made through

Government agents in New York at varying rates. Taking the current exchange rate as a sis, the impending interest payment would amount to about £16,000,000.

A full year's interest, with the annual instabuent of principal, would amount un the same basis to over £37,000,000, or at the rate of over £700,000 a week: This ia equivalent to about 74d. in the £ of income tax

Pending completion of legal formali- Lien, the court granted him an advance. of £260. He continued to drive his cab) up to a few days before he was taken seriously ill. Ha Iráves a family.
