British Consul General, Bangkek, points out that some 80 per cent, of the foreign trade of the country passes through Bangkok. Figures showing ingorts or exports are therefore, mainly based upon those of the Customs Department, Bangkok, seeing Hongkong to Gap Rock that no trustworthy statistics are, avail)

The basis for commercial prosperity in Sium is the production of price and the successful export of this commodity. When Mr. "Lyle was writing the previous Satar. 5m 10 3

Sad year's report, at the end of September, 1922, some doubt was 'expressed as to whether Siam's halance of trade. might Mou. not suffer by failure to find a market for the large surplus of this staple product. then known to remain unsold in the coun try, at a time when neighbouring rice-Thur 10 producing countries were themselves sini. larly well stocked. Thanks, however, to disturbances and scarcity, in China. Sian was able to dispose in full of a bounteons crup.

Taken over a period of normal years, the average ratio of exports to imports is 105;100. For the year ended March 31st, 102, the ratio works but at 112 :100, as against a ratio of 121:100 of the pre- vious year. This set-back is, in relation to the productive capacity of the country, more apparent than real, for, though ex ports at 180,058,80-1 ticals (£15,126,95) show a diminution in value as against the previous year's 101.06.030 cals

(17,170,776), the diminution arises almost River

entirely from a general reduction in the selling value of the rice exported, and not Iroin any lessening of the quantity ex- ported. In point of fact, the quantity exported at 21,079,561 piculs (1,254,785 tous)-slightly exceeds last year's record expert of 21,000,581 puls (1,250,035 tóns).

VALUE OF IMPORTS.

While exports have, in comparison with the immediately preceding year, filiên hy 14 million ticals, imports remain ac practically the identical figure of the pre- vious year, their total being 133,718,000- ticals (£13,470.697) for the year ended- March 31st, 1999, as against 133,723,000 ticals (£1,933,515). Allowing for the general diminution in world commercial prices, the present year's valuation figures represent in gost, commodities a consider able increase in the actual bulk of mer chandise imported.

Sterling comparisons are of less signi- fance, than those provided by currency values and quantities, for in the inst quarter of the official year there occurred a fall in the exchange value of the tical whereby the average value of the tial for the 12 months was reduced to 9.02 ticals equal 1, as against 9,58 tivals equals £1, at which the currency values of the pre- ceding year's report were converted.

As regards the export trade generally, rice fell by 12.1 million ticals, the fall being entirely one of values and not one of"quantities: teak fell by 1.4 million treals, both quantities and values being bere affected stickine rose by on8,000 terals (291,529); cattle and tobacco both increased, while other native exports, such as leather, dried fish,' sugar. rubies and sapphires (rough), and silk piece goods (black dyed) showed decrensed

SMALL PENSIONS. PROPOSED INCREASES.

An explanatory memorandum has been issued dealing with the cost of granting further increase of pensions, as from July Ist last, to cortain pensioners whose pen sons were increased by the Pensions (In- crease) Act, 1920. The object of the fur bill in the ther increases proposed le to raise the total increases,

especially regards the smaller pensions to amounts more nearly representing the
