their views in regard to pre-war debts and claims for personal injuries of A non-material character. They also hand i ed to the British Delegation a memo randum ipon the estoration of Russian, credit on the British market, which the British Degation gromised to examine with a view to Subsequent discussion

The Soviet Belegation stated that their Goverancpt would agree, if they could' get. with the assistance of the British Government, a big-term lean, to set ashle a lamp sum to cover the pre-war dehte of Russin tổ British subjects. Clain in this connection would be ron sidered only in the case of those who had held Bassing bonds before Marchi 12th, 1917. Nor would the claims he ad-j mitted of those who had subsequently taken an active part against the Soviet Goverduent. It would be the policy of the Soviet Government to give smaller elais priority. The greater part of the loan would be spent in Great Britain for the purchase if machinery and other gouls needed for the restoration of Russian industry and agriculture.

The British Delegat on said that it! would de necessary to examine the Soviet | proposals more closely before pramenities ing upon them, but that it should i inderstand at one that any assistan which the British Government could give towards the floating a loan wink of necessity be very mach limited, and that there could be no question of any (or Frnment guarantee - The Soviel Dele ention was asked to explain whether re- cognition of pre-war debts involved ad- mission of tibility for the principal and Back interest of the debt and for the re suption of interest payments,

SOVIET REPLY.

The Soviet Deleuntjon.replied that their Government was not prepared to repay the pre-war debt at its full pre They considered that lack war value. interest could be written off and that the Russian principal should be reduced. assets, they pointed out, had been reduced as a result of the wie and of gubarquent fighting on Russiau territory. Alşa whereas at previous conferences their creditors had been willing to grant a meratoriam, the Soviet Governindat were now prepared to start payments at once. They ransidered, indeed, that limited payments to British budholders should bë madhe as soon as a settlement had been reached.

The Soviet Delegation arged that the British Government should do what they erald niwards helping a loal which would make it possible for the Soviet Union to settle pre-war debts, would restore tha Russian economic structure, and would develop Anglo-Russian trade and this help British employment. "They point ed out that the participation of the Russian State Bank would, among other things, give solid security for the loan.

The British helegation' repeated that any gudranter by the Government" was out of the question. They felt that too

uch importance might easily be attach ed to the necessity for a guarantee. They hoped that the Soviet Government would find no difficulty in raising the money they required. Not only would the credit of the Russian Station Bank he behind the loan: the settlement by the Confer ence of outstanding political questions would restore confidence, as would tha prospects which were being held out of AZ economic revival in Russia. The British Government would however. bo Prepared, so far as they had any nower in the matter. to take a pathetic attitude towards the efforts.of the Soviet Delegation to mise a loan privately, and on this assurance the Sariet Delegation,

declared that they would only bring for ward, this point again should the fail to condude negotiations in the mauner pro- posed.

#7

With regard to personal injury claims on both sides, the Soviet Delegation ex- pressed itself in general agreement with the method of settlement, proposed by che British Delegation at the last meeting, but suggested that there was no need to have recourse to arbitration except in case of failure to reach agreemear by direct negotiations between the parties

After some general discussion of ther clains, including miscellaneous claims,, the Conference adjourned.

PARALYSIS CURED." SUCCESS CLAIMED FOR MALARIA TREATMENT.

At a meeting of the Royal Society of Tropical Medicine in London Professor Warrington Yorke and Dr. J. W. S. Macfe of the Liverpool School of Tro- pical Medicine, made an important coni- hunication dealing with their observa tions on malaria inoentation for the treatment of general paralysis.

The report was based on work dono at foar mental hospitals, from one of which, previous to the malaria treatment, had any patient suffering from general paralysis ever been discharged As the result of the treatment in 2 out of A cases the mental and physical improve. ments were so great as, to allow of dis charge from the hospital. Some of the patients are back to their old occupations: In most cases the disease injected was a strain of simple tertian Indian malaria. The malaria infections produced proved extraordinarily suscepwole to treatment; in striking contrast with the frequent failure to cure simple tertian malaria in urdinary practice:

HOW TO GET GOOD SERVICE FROM

MICHELIN TYRES.

ncep tyres pumped up to correct pressure for the load they have to carry. We can tell you what this should be,

When tyres are under inflated there is continual internal friction between the foundation cord and the rubber, causing overheating of the tyre and consequent rapid deterioration

Water can also enter causing rust, resulting eventually in the rims -having sharp edges which cut the walls of the tyre near the bead.

Most cars in Hongkong run on under inflated tyres with the above disastrous results. Have your wheels examined front and rear for trueness and tracking" alignment. I they are at fault in this respect the tread of the cover is subject to a grinding action which'. quickly destroys the cover.

Keep tyres free from oil and grease.

Start and stop gently and take corners slowly.
