Dame Adelaide Anderson, formerly Chief Lady Inspector of Factories in Great Britain, who has been nuking Shanghai her headquarters during her visit to China, left last week for Wu- chang where she will investigate ins trial conditions. After this Pame Ade- Inids will go to Kuling where she will spend the summer, returning to Shanghai in the autumn and Tearing for Japan in November.

Although her stay in China has been com paratively brief, Bame Adelaide having arrived in Shanghai from Hongkong last December, she has heen able to neg much of factory conditions and has revived encouraging cooperation from Chinese officials Coming at the invitation of the National Christian Commeil and being in?" vited to sit with the Child Labour Com mission of the Muncipal Council. Dane Adelaide's role has been dual. to place her experience, in Great Britain the service of these bodies and, as an interested individual, to study for herself this existing conditions of factory laborer. That other organizations have taken the initiative in sering the benefits of Dame Adelaide's life long specialization on these lines is shown by the fact that during her reerit visit to Peking," Dr. W. W. Yes, the Minister of Agriculture and Commerce interviewed her at his private residence, with the Vice-Minister: Dr. Hawling Yer, and the Chief of the Labour Department of the Ministry, Mr. Sun Chi Yi. was also present.

Among the subjects discussed were the need for more necurate statistics for the study of health and safety, for means whereby the labourers enul voice their own needs the question of trained travel. ling inspectors, and the preparations for sending a Chinese delegation to the Inter- national Labour Conference to be held in Geneyn in September this year.

Among other significant invitations was one to address the Chinese Science" and Political Society in Peking. Darne Ade- laides being the first woman who had ever attended one of its meetings. Mr. S. T Wen, the Minister Foreign Affairs in Nanking, also arranged a luncheon for Dame Adelaide at, which the discussion was very helpful and left a hopeful in- pression. Me. We asked for an outline of English law on the subject of factory supervision which has been sent to him.

The Civil Governor of Kiangsu has re- cently issued the following important Ordinance to the Industrial Bureau ar follows

The Ministry of Agriculture and Com- neree has already promulgated a set of factory regulations. Although there are special articles in regard to child labour, they are perhaps not perfect since there is no eireful.inspection. This would tend to inake them exist in name only.

A Child Labour Commission "has already been appointed by the Municipal Council in Shanghai to investigate fac conditions.
