RENT RESTRICTIONS BILL."

LANDON, May itti,

There was renewed aproar in the House of Commons today in the committee stäge, of the Rent Restrictions Mill,

The Labour member, Mr., T. 1. Mardy Jones, who is in charge of the bill, moved that the committee should report that progress is impossible. He declared that the Tory game was to kill the Bill and; congratulated the Tories on their loyalty. to the landlords, who were out to Beere the tenants.

Sir H. Kingsley (Con. Woolwich) des- cribed the attitude of Government's re- presentatives as “ contemptible.”

Eventually, after much mutual abuse the motion was carried.

REPUBLICAN MOVEMENT IN

PERSIA.

Logos, May 14th.

In the House of Lords during a state- ment on the situation in Persia, Lord Parmoor, said the" British position in the Persian Gulf was absolutely untouched and was unassailable. Persia, on the whole, during the last two years, both in stability of Government and greater soundness of finance, had advanced in a direction entirely favourable to the views of His Majesty's Government. A certain attack had undoubtedly been made on the British position there, but it need not he feared that British prestige would not he adequate to support our'reat interest. Reza Khan seemed to be establishing the same sort of" position in Persia which Kemal had established in Turkey. The republican movement had declined in strength since the Shah left.

- Marquess Curzon wished Reza Khan every success and said the real cause of the setback to British interests in Persia was inflated and exaggerated Nationalism which was spreading everywhere in the East and at present was causing difficulty in India. British financial assistance had been very beneficial to Persia but sho umst not look to the British and Indian Governments as milch "cow, Persia might, however, always rely on the friendly attitude of His Majesty's Gov ernment.

UNEARNED INCREMENT.

LONDON. May 17th, 1 Mc. Philip Snowden, speaking at. Colne Valley, after reviewing Govern ment's accomplishments since assumption of offee, particularly in the direction of removing hardships pressing on the un- employed, foreshadowed the introduction of a policy of taxation on unearned in evement on fand. He used the press "of a sampaign against "the abolition of the MeKenin duties and declared he was not going to be bullied into sacrificing the principles of national interest under terrorism of the newspaper press. "He de knowledged the mest kenerous and whole- hearted mpport of the Liberais.

RECONSTRUCTION OF IMPERIAL INSTITUTION.

Losnos, May 17th. The Bill introdured by Lord Arnold reconstituting the Imperial. Institute and amalgamating the Imperial Mineral Re- sources Bureau with it, provides that the trustees of the Institute shall henceforth consist of the Lord President of the Council, Firat Commissioner of the Treasury, Secretary of State for the

· Colonies," "President of the· · Board" of Trade and Secretary of the Overseas Department, the last named being the responsible Minister: The Board of Governors is to consist of a responsible. Minister, une representative each from India, the Dominions, Treasury, Board of Trade, Colonial Office, Ministry of Agri- culture and Department of Scientific Re- Search and not more than ten representa- tives of scientific aud commercial. inter- ests, including not lewer than three ex- Governors of the Imperial-Mineral Re sources Bureau. The appolotments are to be for three years..

ME, BALDWIN ON PROGRESSIVË FOLICY.

LONDON May 18th A Amplifying his recent reference to the necessity of a "more progressive policy," Mr. Baldwin, interviewed by the news- mjer The People says:—Every future Government must be Socialistic in the sense wherein our grandfathers used the term. If the Conservatire Párty is to exist we must have a vital democratic creed and be prepared to tackle the social and economic evils of an over populated, over industrialised country. In the past we were often rightly acensed of being closely identified), with vested interests; in the future we must put our house in order and remove many abuses which provide food for Socialistic argument,

After dedicating the best brains of the party to breaking rings and trusts, Mr. Baldwin says he attaches tremendous importance to a speedy attack on food profiteering He concludes by declaring if the Conservatives had not gone to the country last year they would have been "elected by a sweeping majority.

SUBORDINATE PARLIAMENTS.

LONDON, May 2011. Arising out of the recent debate on the Scottish Home Rule Bill, Government has decided to bptablish a select committee to inquire into the proposal to establish subordinate Parliamente in England, Bentland and Wales,
