AMUSING DEBATE IN THE HOUSE- OF COMMONS
There was au amusing verbal exchange between the Duchess of Atholl and the Scottish Labourites in the course of a Commons debate on Scottish Home Rule, which the Opposition contended was not on proper subject to be dealt with in a private Member's Bill, and was, in any rase, a matter of imperial, not local, in- terest
The Duchess of Atholl, opposing the Bill, criticised the expenditure involved, declaring that the North Irish Parlia- ment buildings alone cost £3,000,000,

The British and Foreign Sailors' ciety after 40 years continuous service for Seamen is faced with a serious financial position, this being a direct re sult of the War, and in that sense the position of the Society is similar to that of the nation. The State, however; has power raise money to meet expenses, Charitable Societies have to appeal to the philanthropic public, to come to their aid voluntarily. During the War money was generously entrusted to us and this largely because the Empire realised its dependence on our sailors. This money, was not hoarded but was spent freely for the objects for which it was given, old work being extended and new work being opened up wherever the occasion defar as she was concerned, Mr. Kirkwood panded. Since the war many, people was welcome to election to such a Par. appear to have forgotten the debt which liament. A BANK OVERDRAFT. The Society is now faced with a critical facial position with a Bank overdrats of £28,000. The bedrock of the Society's work is the provision of sailors' rests wherever sailors congregate. The maintenance of the 100 homes of the Society throughout the world wholly or partly sustained involves a debit balance on this account alone of £10,000 to £12,000 loss per annum. This is not a catering. but is occasioned by the many sided Mis sionary and social efforts involved in carrying out our motto " In Service for the Sailor." We need £10,000 to`com; plete our Sailors' Hostel in the heart of London Sailordom. This Hostel with its 260 separate rooms has been erected as an Empire Memorial to the gallant sailors of the Royal Navy and the Mer- cantile Marine.
