This is not the sort of proposal, that finds favour with Congress and others in public life without explanation. It is a proposal to make a favourable exception of our class of American tax payers, and such a proposal shad me with opposi tion unless it can be clearly shown that there are sufficient reasons for advocating a factor in promot course. As a a special con ing American foreign trade, and thereby in promoting the general welfare of the United States, we believe such a course can properly be adrested. Recently the Seermary of Commeren has been strong in his advocacy of this view of taxes applic able to Americans in business abroad."

MAILS DESTROYED IN THE **PRESIDENT MADISON.”. DETAILS OF THE LOSSES.

The following sintement was issued by the Chinese Past Offer, at Shanghai Just week.

The mails received here on Thursday by the President Hadian consisted of mail matter and parts from Europe, America and Japan posted in Europe between March 28 and April 4th: in America be tween the April 10th and 15th: in Japan oo April 8th. The President Madison should have brought 1.233 bags of mail toatter, out of which araber 7 bags were received in good condition, 423 were dam- aged

by Sre or water, and 210 w almost totally destroyed. Of parcel mails there should have been 345 bags, out of which 113 were received in good condition, 159 were damaged and 73 almost totally destroyed.

All articles with sufficiently clear ad- drawers have bran delivered and where ad- dresses are not ible the covers have been opened so scertain, if possible, the right address, or, if this could not be done, the names of enders so that the article might be Arturned. The charred con- tents of the badly damaged bags have been carefully sifted and whatever mail matter was deliverable bas been dispord of.

Cotton Picco Goods and Fancy Cotton Goods-The position as a whole fa un ohanged, but in sympathy with the slight decline in Cotton, Manchester prines have eased off a little; in conjunction with the improved exchange, this has enabled some transactions to be put through, mostly fancies and miscellaneous goods, Balk buying is still a long way off; eleaZ- ances continue to be satisfactory, and the market should, be in receptive state as soon as prices can be brought more into line.
