India can not be regarded as a source: of supply of opium or of dangerous drugs either for legitimate use or for abuse in America, says a defender of fadin, who GODOWNS. charges that some American newspapers have been guilty of making damaging and TL No. 969, false statements on this point. By way of offset to "this campaign, of misrepre sitation he set down in Phether Review (London) the essential facts about| India and opium, as follows:-

India does not export opin to the United States of America, or bas she ever done so.

" India does not export opium to countries on the American continent in any but the most trifling quantities, and at very irregular intervals

"The laws in force in America are so drawn that Indian opium is now, and has for many years heen, excluded from America, inasmuch as it contains less) than the proscribed percentage or tuor.j phin

4. Malië does not export opium to England or to any other country, for eventual re-export to the American en tinent and no Indian opium dows, in fact. And its way to America by any channel whatsarver, except possibly such trilling quantities as may be snuggled by the crews of ships trading between Fard Eastern ports and ports in the United Statrs.

India does not now, or has she at any time, exported dangerous drugs such as any time, exported dangerous drugs such as raurphing herein, evenine, ore. to Amerien, rither directly or indiretly. All these statements are readily veri fiable,"

This contributor to The Joalie Perica goes on to say that rulia has given a formal undertaking that she will ner allow any opium to leave her shores for expert to any particular country, unless the Government of that country certifies that the opina so to he exported is required for legitigate purposes. So far from pressing its opium on any country, he declares, Taglia requires as a condition precedent to export that the importing Govrument must satisfy itself that the quantity asked for is reasonable, also that Government must certify that the opium- is requigéd for legitimate purposes, and "must assume the administrative and moral responsibiliy of seeing that the opinan imported is not in fact employed for purpose of abuse.' This informat points but then that:

; they felt that in this way the respon- siblity of these Goverments for trolling the use to which the epita was put was made cleare, more direct, and or public. As the result of stewly perseverance in this policy, India, now sells roughly three-quarters of her total exports of opinas divert to responsible flachruments; but it is important to re- membne that, as regards the balance of approximately one-quarter, the control of the importing Government remains ab solate and impaired."

India resents the abuse to which ste has been subjected on the subject of qan, this writer avers, because she is no more responsible for the drug situa tion in America then she is for the dol mens in Brittany." She stands' com- pletely outside America's problem, he declares, except to the small extent t which the Philippine Islands are concern el. As regards these islands, it is asserted that India has throughout done her heat to assist Amerien in earrying to a successful conclusion an experiment which India berself initiated, many years infore, for the larger problem, and in the.. more difficult circudistances, of Buruia. As to the results which India and America have respectively achieved in their efforts to aramde with, the drug' problem, this

formant writes:

Reduced to their simplest terms, they are that India- country where opitin has been used for generations, where it is eenplayed in every household as the, medicine in most common me. where the pany can grow alnost everywhere-has heen for thirty years kept down, to un average consumption, of 20 grains per head per annum.

In the official Report of the Special Committee of Investigation appointed by the Secretary of the United States. Treasury in 11 on the traffic in narcotic drugs. the consumption in America of these drugs, excluding cocaine was 35 grains per head, in terms of raw opium. That corresponds to an equivalent figure for Indian opium (on the basis of its mor- phin contest) of $4 gruias: In other words, the Intest official figures show that India has for thirty years kept ita con- sumption at less than half the consump tion in Anierica up to the year 1918. The Indian figure is 26, as against"an equiva- lent official figure of 45 for Switzerland and an approximate estimate of shout 22 for the northern countries of Europe. The estimated legitimate requirements of America range about 15 grains, in terms of raw Indian opium.

These results certainly do not suggest that India has any cause for dissatisfac tion with the results of her policy for the domcatic control of narcotic drugs; they do suggest that America has much to learn from Indian practice and they' place in a somewhat lurid light the cam- paign of vilification which a portion of the American Press has directed against India
