COST OF THE ARMY."
£7:000,000 SAVED,
SCREME TO INCREASE THE SUPPLY OF OFFICERS.
مسجد
The Army Estimates for the coming year, which were issued on March 6th, show a reduction of £7,000,000. The Air Estimates show an increase of about £2,000,000, owing to the decising of the Government to adopt the scheme “of ex- pansion introduced by Sir Samugi Hoard in the last Parliament, while the Navy Estimates will show a decrease of about £2,500,000.
tion.
It is evident that in the main the new Government is adopting the estimates prepared by the L'onist Administra In fact, the point is emphasized by Mr. Walsh, the Secretary of State for War, in his memorandum which neeN + panies the Army Estimates He states that when he took office he found the estimates for 1924-95 in anndvanced state of preparation, and in the time at his disposal it has not been possible to do nore than to satisfy himself that they have been framed in accordance with the policy of the lace Government and with due regard to efficiency and economy.
The net total of millions, shows a reduction of seven millions from that of the present year and of 17 millions when compared with a year ago. About two and-a-half millions of the reduction arise on terminal charges of the war, whila a saving of four-and-a-half millions bas been effected in the current charges of the Army. There's a reduction of 9,800 men in the strength of the Army, the figure for the coming year standing at 161,600 as compared with 170,500, but { these numbers include 4,100 in 1924-25 | and 10,000 in 1993-94 for Indian troopy employed by the Air Ministry
for which the War Office has no respon sibility of any kind. The reduction in the War Ofee sphere is thus 2,800 men, and represents administrative economies effected in ancillary services, consistent with the announcement made in June last that no policy of further reduction in the fighting armies was in contempla..
tion.
RECRUITING NEEDS,
The War Secretary states that recruit ing for the Regular Army during the current financial year bis nat been He says that the entirely satisfactory.. report of the Anderson Committée. fore shadowing reductions in the rate of pay for the Army, appears to have produced an impression that the pay of men already serving, or enlisted before any redaction that might be decided on actually took effect, would be affected. Steps, however, have been taken to ve mave this erroneous impression by the issue of instructions, setting forth the true situation. During the coming year the demand on the recruiting market will be heavy it establishments are to be maintained. The Boys' Technical School, instituted to meet the difficulties in the supply of mechavies for the technical branches of the Army, has started its work. The school is temporarily accom. modated at Aldershot, mit will be trans- ferred to Chepstow during the year.
A the beginning of the new kaancial year the total strength of the 'Regular Army is expected to be about 3.500 below establishment, while the British Army in India will start the year slightly abori establishment. The special mea sure taken to increase the strength of
number of reservists being nearly ten thonsand greater thau a year ago.

POPULARIZING THE ARMY. Dealing with the supply of officers, the memorandum states that, by accepting the recommendations of Lord "Haldane's committee and by making the Army really attractive career, they hope to stimulate the flow of officers from sources which, in the past have not pro- duced them in adequate numbers.
