Banks-Hongkong and Shanghai Banks have ruled steady and are in demand at 81,165 after sales at $1,170. The London quotation is £133 (middle).
Marine and Fire Insurances.-There are buyers of Cantons at 8720. North Chinas at Tls, 140, and China. Fices at 314 while Yangtezes at 899) and Hongkong Fires At 8330 both show an improvement. Caions are on offer at $244.

CHINESE LOANS AND TARIFF INGREASE.
A London papers states that the fol lowing has been circulated :-
It is suggested in City circles that an effort should be made to press hone the need for a settlement of the claims of the Vickers and Marconi bondholders now that the Chinese Government has applied to the Powers for a preliminary conter ence to discuss matters relating to the increase of 1 per vent. in the Customs authorised by the Washington Treaty
Events are, however, moving vicious circle
in this respect. China was promised at Washington that after the ratification of the Treaty by the nine Powers concerned a Tarif Conference should, he called in the Far East to work the details of this proposed increase. France has, however refused to tity the Treaty on the ground that China. reading international law in a light differ. ent from Western interpretation, dicelines to pay the balance of the Boxer in demnity in gold, disregarding depreciated currency.
The Conference, therefore, cannot be called, though it is well known that if the increase were granted China would he placed in such an advantageous posi- tion that she might very well at once take up the claims of the Wickers and Marconi shareholders. Hence it is of little use to,preys China until she is placed in a position to respond. Pres" sure should more Etly be applied to the French Government, whier is adopting a policy of isolated action.
Anxious to do its best, the Chinrep Government has now proposed that a preliminary conference should be held at which the agenda could he prepared and the way smoothed for the later meeting.
