THE CHIEF DIFFICULTIES, quite true that the problem is a very difficult one and that many have tried in vain to propound a solution. All schemes for restoring the control of Second Chamber which have, hitherto been put forward are exposed to one of two wain objections, or sometimes to both those objections,
The first objection is that the dangers we have to fear from a revolutionary. House of Commons are row especially naucial. No plan, therefore, that does not protect the subject from the hasty or off bsire reatment of firnuce is worth having, because it fail to guard agains the chief-danger. Yet the long tradition of the British Constitution and the strong" wntiment of popular opinion alike make] it impossible to assign real powers of financial control to the existing House of Lords or to any Second Chamber which contained a large hereditary or even a pointed membership. Finance, according to our tradition, must be handled by the Commons, not by thee whose legislative authority is based on an hereditary title or on appointment by the Crown,
The second objection that schemes for establishing a reformed Second Chamber with adequate powers have to meet is that if you abolish the House of Lords and create an elected Chamber you part comp- pany with the hereditary principle, des troy the continuity of the Constitution, and isolate the Monarchy, leaving it a survival of heredity, a lonely and unstable. anarchronism: any, you deeply injure the historical prestige of the whole Constitu- tion, hitherto descending unbroken from the very dawn of our Bational history, and lower the fame of Parliament, and of the House of Commons itself:

Let us begin the task of construction by recalling the principle of the Constitution as it was before the Parliament Act, Parliament originated in the Middle Ages as expressing the medieval theory that the community was divided, under the presidency of the King, into three Estates, The Clergy, the Nubility, and the Com- monalty. At a very early period the Lords Spiritual and Temporal became amalgamated, and the lower clergy drop- ped out of the Common, though the Archbishops are still enjoined to bring them to Parliament. Parliament thence forward consisted of two Houses, one re- presenting the Lords and the other tho Cominons.
In process of time, the Commons in gisted that all taxes and supplies wern their grant, and that the only function of the Lords was to consent to the law which carried out the grant that the Commons had made, The, Lords never in form admitted the claim of the Cpm- mons, but it came to be recognised and acted upon. In 1900 the Lords, after long disuse, asserted their constitutional right to reject a finance Bill, I have never been able to understand how that constitutional right could be denied by That anyone who has studied history. the assertion of the right was injudicious may well he maintained, but that it was constitutional sem to rac beyond dispute," It was, however, resisted, and in the end condemned by the electorate; and as a consequence of the two General Elections of 1910, the Parliament Act was intro- duced and ultimately passed.
