UNSATISFACTORY CONDITIONS AT
TAIMEI BARRIER.
The speeches, made at the Conference of the Associated British Chambers of Commerce of China and Hongkong are now published in the Shanghai British- Chamber of Commerce Journal, and from it we take the following:-
It was unanimously agreed:—
That the Conference calls attention to the unsatisfactory condition of Canton Harbour and the approaches thereto and considers that immediate action should be taken particularly as regards the silting at Taimei Barrier."
"In moving this resolution on behalf of Canton Mr. G. H. STITT said in part :-
The need for a proper regulation of Canton Harbour and the approaches theredo was foreseen as far back as 1915. In the following year a report on the question was made by the Chief Engineer of the Whangpio Conservancy Board. Mr. You Heidoostam, who was satisfied tline Canton could, with the necessary expenditure. be made a second-class port. Atherough survey was then made by the existing Kwangtung Conservaney Beard in 1916 under the guidance of Major Oliveerona. the Chief Engineer, but no work has been carried out. In 1921 the situation beenrae serious owing to the gradunt sitting up of the Taimei Crossing! where a number of steamers have gone aground. The handicap to trade was of! such a nature that the British Chamber of Commerce in Canton has in recent months! made repeated representations in several quarters with no effect, and it is hoped that the passing of the present resolu- tion will result in the formation of a Conservancy Beard for the Canton Bar- bour and its approaches, on the saine lines as those in. Shanghai, Tientsin and Foochow
At the present time the Chief Engineer of the existing Beard of Conservancy Works of Kwangtung states that his Board is concerned only in food preren- sive work, while the Harbour Master at Canton disclaims any responsibility on the grounds that Taimei is outside bar- bour limits and appears to rest con. tent with a warning that ships loading a greater draft than 14ft. do so at their Own risk.

It is estimated that the improvements projected in 1917 would to-day cost $1.300.000 to $1,100,000, but to meet urgent needs it has been proposed that effective work at Tuimel crossing could be carried out as an expenditure of ap proximately $300,000, which on could
be raised by a surtax on the Customs duties of the port on the same lines na at Shanghai, Tientsin and Fooshow. Certain parts of the Canton Harbour are also gradually silting up and requiro
attention.

In rennding the resolation on behalf 67, QUEEN'S ROAD n the Hongkong Chamber Mr. BROCKE SMITH said in part-
The Hongkong Chamber cordially sup ports Canton in drawing attention to the unsatisfactory condition of the approach to Canton Harbour at Taimei-a matter which is of importance to all ports in the Far East which have sailings at Canton. The need for improvement is urgent, The silting has developed to a very serious extent and is tending to increase. The shoaling is no serious that only a narrow navigable channel is left and ships are continually going aground, although they load to much lighter draft than usual, a matter of one or two feet, a very important. factor when 18ft to 17ft, was the normal draft availablé a year or two ago..
Everyone who is familar with the state of affairs agrees that something must be done: the question is who will undertake the necessity improvement works and provide the funds therefor." The work which it would be desirable to do, namely Jamming Elliott Passage, and certain training works, would cost $295,000. The Hongkong Chamber considers the the programme of work aimed at just now. having regard to general and political
ditions, should be the minimum rather than the maximum, in order to get something done quickly. Some dredging at Taimei at a cost of $10,000 would, re- lieve the situation and the opinion of Hongkong is that endeavours should be made to interest the Inspector-General of Customs in the matter with a view ta getting at least this amount of work done through the Coast Inspectorate.

When tyres are under inflated there is continual internal friction between the foundation cord and the rubber, causing overheating of the tyre and consequent rapid deterioration.
Water can also enter causing rust, resulting eventually in the rims ha ing sharp edges, which cut the walls of the tyre near the bead.

Most cars in Hongkong run on under inflated tyres with the above disastrous results. Have your wheels examined front and rear for trueness and tracking alignment. If they are at fault in this respect the tread of the cover is subject to a grinding action which quickly destroys the cover.
