The Asiatic News Agency states that the following article on the question of nai- versal peace was written by Dr. Ma Chun. Educational Commissioner of Shansi, and a copy of it was sent to the Committee appointed toward the prize he offered for the best paper on the subject:~-~-

The burning questions how to pre- serve peace of the world, is greatly troubling the mind of every thinking per- son of the world. In order to prevent wat or to stop extremely dangerous ideas, such as Russian Bolshevism, the cause of such evils must be clearly under stood. Approaching the question calmly and seriously, one would and that the present trouble of the world is mainly caused by either injustice or by national or individual jealous or aggrandis

The following are some of the more important remedies which, though difficult. to realise at prevent, should be carried out, so that the world could be made much enter and more enjoyable to live in-

THE PHILIPPINES.

PRESIDENT COOLIDGE ON THE INDEPENDENCE QUESTION.

An Associated Press Radio message from Washington on March 6th to the Manila papers says:-

President Coolidge's letter to Speaker Roxas of the Philippine House of Repre sentatives, which was pregented to the Seant for inclusion in the record, pre-i epitated a sudden debate to-day.

Senator Rebingen (Dem.) of Arkansas asserted that the obstacles to recognition Krew as time passed. Sentor Willis (Rep.) of Ohio asked if consideration had bren given the Enancial side. Senator Robinson denied that the Philippine bonds represented any 'obligation upon the United States, Senator King (Dem.) of Utah, Senator Walsh (Dem.) of "Montana and Senator Bayard (Dem.) of Delaware supported him. There was no indication that the matter will be con- sidered shortly.

President Coolidge in his letter, which was 3,000 words long. reviewed in detail the declarations of the Philippine legis. hore against Governor-General Wood. The President said that in the list of complaints, the present executive autho rity of the island, is in your opinion out of sympathy with the reasonable aspirations of the Filipino people *

*."... Continuing the President said: The Government is convinced that 'Governor- General Wood has infonded to net within the scope of his proper constitutional authority. Thus convinced it is the deter- mination to sustain him; and its purpoja is to encourage the broadest and most intelligent co-operation of Filipino people in this policy" Looking at the situa tion fairly and impartially one cannot but feel if the Filipino people can not co-operate in the support and encourage- ment of us good an administration as has been afforded under Governor "General Wood, their failure will be rather testimony of inpreparedness for the full obligations of citizenship than evidence of patriotic elgornes "to advance, their country."
