A meeting of the Legislative Couneit is called for to-morraw. The principal business on the agenda is the first read- ing of a Bill to further amend the Hong- keng and Shanghai Bank Ordinance 1866, and the execond reading of the Bill to

amend the Rents Ordinance, 1993. It is not proposed to proceed at this meeting with the resolution to accept the Military Lands arbitration award.

Exceptional as the Orchestral Concert ou the 13th inst. is likely to be, it is to

the general reader to follow him in his sketch of the association of the Bishops with the House of Lords from the time of the Norman Conquest. Coming to the point in the controversy which prompts these remarks, this high authority, is cussing the question whether Bishop is entitled to be addressed as Lord Bishop, says: Now, of course, is may well be that in an age which is accustomed to consider every title the direct outcome of a grant from the civil power, many Bishops do not care to claim such a title for themselves. But be made more exceptional by the annet- there can be no question that, historicated programme which is in course of ally, every Bishop was addressed as preparation. Whether, however, it is desirable, that, as a matter of etiquette, it should be given to all Bishops at the "present day is another question.” Numerous en. quiries were made by the Editor of Whittaker's Peerage, as to this "other question," and be sumaned them up in these terms: The answers confirmed to us the fact that there does indeed exist 'diversity," but the balance of opinion and practice tanic out clear beyond mis. As far as the matter of right is concerned, the title Lord Bishop belongs not only to English diocesan prelates, but to these also in our own Colonies, since such of these latter as possess Patents (a form now disused) have had it therein expressly conveyed: and even na to the English Bishops Suffragan, when a small number of these were, created in the 16th century, they. wers addressed precisely as Bishops in general This, however, is an item rather

An interesting fact to be noted is that the term "Dominus Episcopus" was applied to English Bishops before the Conquest, and before Bishops came to be constituted Barons, and the conclusion of the Editor of Whittaker's Peerage was expressed in these terms: "But now, when the num- bers of the Episcopate are so greatly multiplied we find that this form has passed down, until in the probably univer sal usage of High Churchmen and the very extensive usage of others also, a Bishops of the Anglican Church still in office have come to be styled 'Lords Bishops; the Suffragans are so styled as above; the Irish Bishops, though they stand precisely on a level with their -Roman Catholic brothren; the Scottish Bishops, though actually dissenters from and even the Missionary Bishops, though the Established Church of their country;

MUCH TOO LONG FOR TWO GERMANS.

Rumours of trouble' brewing in Ger many was the reason given for stowing two young German seamen at the Magis away on the Norwegian ship, Corena, by tracy, yesterday morning. It appears that they were sailors on a German sail ing ship which left that country for Ching
