A Chincur passenger of a river steamer who was seen to give a likong 45 cents whilst the police were conducting a search for arms was fined $3 at the Magistracy yesterday. The lukong, on being taxed with receiving a bribe, de serted the force. A warrant has been issued for his, arrest, No fire-arms were found either on the offending passenger or in his luggage,

The Magistrate (Mr. E W. Hamilton) observed that it would be easy for arms to be smuggled aboard vessels whilst policemen like. the absconded one were engaged on search duty.

Thousands of merchants have been ar rested in Moscow and deported to Siberia, on the ground that they baro been conducting. economic counter-re- volutionary propaganda."'
