PREMIER WITH NO OFFICIAL EXPERIENCE

Mr. Ramay MacDonald is the first Prime Minister since the office became part of our system two hundred years ago to reach that position without any pre- vious experience of administration.

Such a case would have seemed fantas- tie to our ancestors. Even as läte as 1980 Gladstonë maintained that a man should serve an apprenticeship before being admitted to the Cabinet, and it was nu article of faith with the govern ing families for many generations that the higher offices of State should be jealously guarded for themselves. Men like. Canning or Disraeli who broke into the circle were bitterly opposed and grudgingly accepted. Government was by family compact, and if he was of the right stock a man might reach the top of the tree rapidly. Rockingham formed his first Ministry at thirty-five, and Mr. Pitt was Premier at twenty-four, having already received as apprenticeship at the Exchequer. "*

Disraeli became leader of the House without any previous administrative ex- perience, but he had led the Opposition. and was steeped in political lore. Grey's experience was rather out of date by the time he reached the Premiership in 1830, but he had been, for a short time and" many years earlier, at the Exchequer and at the Foreign Office. Melbourne had been

Irish Secretary and Home Secretary. Peel had filled several offices. Palmerston hail an accumulated experi ence in connection with two opposite parties and was indeed a pretty typical placeman. Gladstone himself had follow- ed the natural line of advancement for a young man of a rather new family, and he had been a good deal more than thirty years in politics before he became Prime Minister for the first time. Salisbury Kad been long in public life when he became Premier nr the first time in 1955, and Rosebery had held minor office in addi- tion to the Foreign Secretaryship.

Of this century's Premiers, Campbell Bannerman had been Irish Secretary and War Secretary, Asquith had been House Secretars, and Chancellor of the Exche quer, and Lloyd George had filled several offices of importance. Mr. Baldwin is spoken of sometimes As one of the amateurs, but he was by no means with- out knowledge of administration, especi ally at the Treasury. The ense of Mr. MacDonald stands alone.

Twenty years ago, we are reminded in the Suring Observer, mechanical flying was born. In 1903, after years of ex perimenting "on engineless aeroplanes, Orville Wright flew the first power aeroplane for 12 seconds at Kitty Hawk, N.C. This was followed by three other flights, the last one of 30 seconds, after which, while the machine stood unattend ed, a gust overturned and damaged it.

There were only five persons present besides the two famous brothers. News of their triumph was not generally credited and although it was not long before French experimenters also showed that mechanical flight was, practicable, little notice was taken of the fact until 1008, in which year the Wright Brothers visited Europe and a number of ying machines were exhibited at the Grand Palais. Wilbur Wright, who was generally typhoid in May, 1912. He left about. £60.000, not a large sum considering the importance and revolutionary character of the inventions in which he shared. For the Wright patents were held by the American courts to cover, practically every fying machine made. Those patents. expired in 1923..

The aeroplane of today is very different from the Wright machine of 1903, which, in accordance with its in- ventors conception of mechanical fight, had no self-balancing properties, but bad to be skilfully controlled by the pilot. That does not detract from its merit as the achievenient which proved to the world that fight was possible and was the main inspiration of the flying move- ment in those early years. The famous brothers had, moreover, evolved a wing- section and propeller remarkably efficient for the slow speed for which they designed their apparatus. Not only so, they designed their own engine for it, and they taught themselves to fly it.

Instead of the forty miles per hour speed, the height of a couple of hundred fees, the duration of a minute or 80, of the earliest fights, we do to-day 950 miles an hour, we climb to seven miles, and we stay up a day and a half. For more important lines of research in many fields are steadily converging, so that wê can declare with absolute certainty that the day is at hand when the "flying machine will be as safe as the railway train and as comfortable.
