Some important disclosures as to Aust trian and German secret plane in the war are made by Field Marshal Conrad von Heetzendorff in a new volume of his memoirs which has just been published

after landing in Austria (Aus einer Dienstzeit, whence delivery may be obtained immediately Band IV., Rikola Verlag, Vienna). Optional Cargo will be forwarded on unless Conrad was Chief of Staff in the Ausstimation is received from the Consignes trian Army from 1000 to 1911 and from before Noow, TO-DAY, requesting it to be landed 1912 to February 1917, and in those here. years was in a position of great autho rity, The old Emperor Francis Joseph "Conrad said of him once to a friend: is clever but he has no judgment and Conrad makes no concealment of the fact that he pressed violently for war, with results which were fatal to his country. He was, in fact, one of the chief canses of the great catastrophe. The volume opens with a full account of the assassitiation of the Archduke Francis Ferdinand and his morganatio wife, the Princess of Hohenberg, at It con. Serajevo, on June 8th. 1014.. tains details which have never "before" heen printed in England.

When the fatal attack was made:-. At least three pistel shots were heard: one of the bullets fred hit the Princess in the lower part of the body, and an. other hit the Archduke in the beek! The

Princess at the first shot fell unconscious with her head leaning upon the Arch- duke's shoulder, while the Archduke re- mained conscious for, sone minutes, though almost immediately a stream of blood poured from his mouth.

Ten minutes later, about 11 a.m., death came over him. The strangely fatal 11 (for the war ended at the 11th hour of the 11th day of the 11th month of 1919) marked this dreadful event which. was to let loose such passions, and, after staying eight million human beings, to leave Europe & wreck."

KAISKE'S EVASION.

The first inclinations of the Austrian Conrad Government were not for war. demanded immediate mobilisation and nction against Serbia, when this conver sation took place with Berchtold, the Austrian Foreign Minister:

Conrad: Den't if yourself be per. suaded of any such thing.

Berchtold: I propose a

different course. We shall call upon Serbia to dissolve her leagues, to dismiss her Police Minister, and other things of the kind

Conrad persuaded him that Austria must take some forcible step. A curious interview with the id Emperor Francis Joseph followed, in which Conrad in sisted that there must be wire

Conrad: Aren't we secured by Germany against such attack!"

The Emperor looked at me inquiring ly and said: Are you sure of Ger many? He had commissioned the Archduke Francis Ferdinand to find put at Konopischt (where the Archduke had his last interview with the German Kaiser) whether we could ia future count upon the uncondition support of Germany. The German Kaiser had evaded the question and given zo an swer.

So that, if, Germany had said “No,”: there would have been no war and no 8,000,000 dead. But Conrad was the incendiary, and this though he admitted at a council of Austrian Ministers that, "in the event of a war against Russia, Rumania Serbia, and Montenegro, the chances for us were unfavourable.

BROKEN PROMISE.

by which they were to co-operate with the Austrians. But when the war began, Conrad, to hit intense disgust, found that only 8 divisions had been left, and that these, so far from troubling about giving aid to the Austrians, were entirely concerned in protecting East Prussia.

One disclosure concerns the intended seizure. by the Germans of the Faroe Islands, a Danish possession in the Atlantic, north of Scotland. The Aus- trian naval attaché at Berlin reported "to Vienna,

To be better able to carry out the defence of German shipping, which will absorb all the available German cruisers, an occupation of the Faroo islands is to be considered. This has so far only been regarded as a poss ibility, if the conditions are, favourable and if we have not to fear too vigorous protests on the part of England and Denmark, or if we are in a position such that we need not seriously trouble ourselves about the Danish-protests. So that the neutrality of Denmark as well as that of Belgium might have been viointed had England remained neutral.

In his Special Budget Message to Con- gress, President Coolidge demanded the immediate reduction of taxes, endorsing Mr. Mellon's programme, for a cut of $323,000,000. He opposed the soldiers' bonus, as it would prevent the proposed reduction in taxation,

General Smuts spoke at a banquet in Johannesburg on the subject of the pre- ferences conceded by the Imperial Govern- ment at the recent Conference in London, and said that promises made by HM. 3finisters must be carried out, even though this had to be done by their successors. Otherwise, he forcaw very grave danger that the whole Conference system would fall into discredit.
