EFFECTS OF EMIGRATION.

EDINBURGH, November 7th. Emigration is always regrettable when it is a necessity, but it is doubtful if its effects on the homeland are quite so definitely bad. At the habitual pessimist would have us believe. It takes a lot of emigration to bring about serious depo palation. This is borne out by the annual report of the Registrar-General for Scot- land, just published The population in the middle of the year 1992 was estimated at 4,004,458, showing an annual increase of nearly 2,000. Between the middle of 1921 and the middle of 1992, Scotland lost 24,860 people by emigration, but the exons of births over deaths wis. 46,629. Those Sgures do not, of course, dispose of the fact that we are losing more skill- ed workers than we can afford. Here is the real tragedy of this period of depres sion. Not that the skilled workers are leaving us, but the ** for lack of work, there can be no training of young men to take their places. The one embarrassment is temporary; the other may not be tight. ed for many years to come..

THE LOCAL VETO POLLS.

A start has been made with the 1923 potly under the provisions of the Temper ance (cotland) Act, and the election will not close till December 20th. As on 'the occasion of the election three years ago, the issue is threefold-no change, limita- tion, and no-licence, la 1020 polls were hold in 48 areas-the poll on this vec sion is confined to burghs, voting in the counties being postponed to synchronize with the County Council elections and as a result 41 areas adopted No-Licence, and 33 favoured limitation, thus cancelling 430 licences.
