There was a great gathering of Union ists in the Albert Hall, Swansea, on October 30th, to hear a speech by the Prime Minister, ja support of-Tariff Reforma. He said: "My one desire and my one intention is to endeavour to pro- tect the standard of life of our people, which is being supped to-day, by them ployment and by unfair competition. The menace to my mind will come from the competition of cheap and demoralised labour, not from the other nations of the world, but from demoralised Europe and for that situation it is the business of statesmen and of the people alike to be prepared." Mr. Baldwin invited his aliener to Look unto the sen, whence cometh your help." Characterising the Scean as the high road of the English- speaking people, he declared that it had always been and would alwayu te thy road of their migration and of their trade

I am having the detailed application of the principles of the economic policy I announced at Plymouth carefully and thoroughly examined.

The changes which I propose for the purpose of fighting unemployment 1 he lieve to be essential.

We must not be exposed to the merei less attacks of foreign competition while our competitors can shield themselves behind the walls of their own high tariffs. The ideal of trade unionism, which is to preserve the standard of life, is be innate in a Briton, which can never be let go, and which ought never to he let

go.

The hope of industry Hea in this, that. each side will realise that its sectional interests, great as they may be, are la either case only half the whole.

The right way of looking at cheap pro- duction is in organisation und in manage- ment, and in not disturbing the Standard of life. If the standard of life is to he sacrificed the trade is not worth it

While the workman endeavours to pro tect the standard of life by his trade unionism. he yet leaves himself entirely unprotected against, attacks on his stan dard of life by free and unrestricted im ports produced by labour "with which he' cannot compete.

It is need a very lopsided form, of, protection that the trade enion gives him.?

The fortbadox Liberal forgets that the development of transport has completely upset half the premises on which the arguments for Free Trade were founded, and that a system introduced when steatis was in its childhood and before electrivity? hal been thought of is surely due fur révision in 1923.

At the Imperial Economic Conference the question of Imperial Preference was linked up with the problem of organis ing migration within the Empire. The Labour party were not opposed to volun- tary emigration under proper safeguard, but they were opposed to any pality which nimed at a rapid redistribution of popug "lation within the Empire by means of State-aided schemes which simply trans ferred to the countries" overseas the problem of unemployment which con fronted his at home. This was one of the problems which they hoped to discuss with representatives of the Labour move. ment in the Dominions in an Inter- Dominion Labour Conference:

He would view with great alarm any development of economic policy which sought to divert the current of trade into Imperial channels by arbitrary inter ference with our present facal system. "Our efforts ought to be rather directed

to the economic restoration of Europe,! and to the establishment of stable, poli- tical conditions. The root of the trouble lay there. Behind the advocacy of Im- perial Preference was the belief that the. British Empire should be self-supporting, but the facts of world trade refuted that theory. Even if it ware true, it would. fake more than one generation to build up inter-Imperial trade to the point at which we should be able to absorb all that the Dominions could produce in food and (Continued on nezt column.)
