UNEMPLOYMENT FROBLEM. REPORT BY THE FEDERATION OF

BRITISH INDUSTRIES..

In the course of an important report which they have addressed to the Govern iment on the subject of unemployment, the Federation of British Industries state that the present situation is far more serious than that which existed at the beginning of 1922, or even at the end of last year. The present trade cunilitions, with their appalling, burlen of distress and uncm. ployment, are, it is declared, subjecting the whole social and political fabric of the country to a strain which cannot he. supported indefinitely, and which becomes more severe every month. In these cir

cumstances, the federation urge upon the

Government that the time has come to consider courses of action' far holder atid more drastic than any hitherto contem- plated. They are convinced that further economies in national expenditure are possible.

state that it is of supreme importance that there should be careful ris-examination of the finareial policy of the country in the Nghe of present conditiona. Since the war this policy has been substantially that recunimended by the Cunliffe Committee in December, 1910, and is an apprecia tion of the pound sterling with a view to an early return to the pre-war gold standard, the assumption being that this return will necessarily involve approxi mate stability of the currency unit and consequent stability in prices and business conditions generally. The immediate effect of this policy has been:

1. A rapid fall in prices.

A consequent dislocation of trade and severe losses to all holders of stocks and commodities, and to all who trade on borrowed money, to practically the whole commercial and industrial com munity.

3. A severe cheek to export trade due to the fact that sterling has appreciated. relatively to other currencies, and the exchange conditions therefore make it casier for a depreciated exchange country to export goods to this country and difi. cult for it te import from this country. so that the British manufacturer is hit simultaneously in both his home and | foreign markets.

They would only urge, as industrial- ista. concludes the report of the fedéru. tion. that the problem of unemployment appears to them to outweigh at the pre- sent moment every other issue, that this problem cannot be solved except by a substantial increase in the voltine of trade, and that no measure which could emecivably expedite such an expansion should be hastily rejected on the ground that in more normal times it would appear unorthodox,
