According to the programme of the Independent Labour party the first ob jeet of a Socialist Government would be in secure a more equal distribution of wealth, so that the demand for goods would be increased and stabilised. This would be done by the enforcement of a living wage in every industry; the pay ment of adequate allowances to the aged, the sick, and the unemployed; the taxa tion of luxury incomes. and the expen- diture upon useful work of the national revenue thus raised, and the progressive socialisation of industry and the elimina- tion of the idle rich.

The bank plays a large part in the causation of trude booms and depres sions. A Socialist Government would scientifically control credit in the public interest. For instance, during a time of depression the hank-rate would be steadily reduced until industry expand- ed. This would be the first step in the socialisation of credit.

"A Socialist Government would im- mediately call an International Confer- ence to deal with the problems of Europe and the world, not from the point of view of visitors, or vanquished, but of world needs. It would forego-all claims to Reparations, and would indi- eate its willingness to cancel the Allied debts as part of an all-round settlement: It would recognise and establish friendly relations with Russia and energetically develop trade with her. It would in vite the nations of the world to instituta an international inquiry into the pos sibilities of world economic organisation and in the international control and dis- tribution of raw materials, It would i propose universal, simultaneous disarma- ment."

MOUSE HOLDS UP A CITY,

Through a mouse having crept into the air gap between two 8,000 voltage cables an October 2nd. Aberdeen's electricity supply for motor power and lighting was cut off; the massive, door of the switch- chamber at the generating station was blown out, the main cables and maich machinery were wrecked, and the place was enshrouded in a curtain of Hame and smoke. Serious dislocation of tram- car traffic was caused, lighting gave cut, and lift were held up. One untoward incident of the breakdown was the zaarooning of a lady and three child- ren in the lift-well of a large drapery warehouse. Shipping was also delayed, as the electrically-controlled gates of a swing bridge at the harbour were inoper- ative for... over half an hour. The charred body of the mouse was found next day.
