A proclamation to the German people, signed by President Ebert and all the members of the Imperial, Cabinet, an- nounced on September 28th, the abandon ment of passive resistance. It said:
The former productivity of the Rhineland and the Ruhr has ceased, The economic life of occupied and un- occupied Germany is disorganized. There is a serious danger that by adhering to the present policy it may become impossible to create a stable currency, maintain economic life, and with it the bare existence of our people. In the interest of Germany'a future, and in the Interest of the Rhine and the Ruhr, this danger must be averted. In order to maintain the life of the people and the State, we are to day donfronted with the bitter necessity of breaking off the fighting."
